Police Department Systems Analyst/Programmer II

About the Role

Under direction of assigned supervisor, manager or director, provides complex analytical support, maintenance and/or modification of existing systems and development of new modules/functions in one or more areas/systems. Serves as liaison between business users and information technology staff, vendors and service providers. The Programmer II assigned to Planning, Research & Accreditation (PRA) for the Scottsdale Police Department acts as the department’s primary data systems specialist and technical reporting authority, developing and maintaining SQL-based reporting solutions, dashboards, and automated data processes.

Responsibilities

• Develops and maintains SQL-based reporting solutions, dashboards, and automated data processes.
• Supports official departmental statistics, executive-level ad-hoc requests, accreditation reporting, and Council briefings.
• Acts as the Department’s Web Content Manager, ensuring published data, dashboards, and web-based reporting tools are accurate, timely, and aligned with City standards.
• Safeguards the integrity and defensibility of information released on behalf of the Department.
• Ensures data development aligns with performance management, compliance requirements, and strategic priorities.
• Reduces reliance on manual processes and preserves institutional technical knowledge.
• Provides guidance on system or workflow modifications and changes to support operational, program, and regulatory compliance.
• Performs ad hoc database querying for users.
• Evaluates and analyzes processes, procedures, and workflow to determine technology solutions.
• Develops custom SQL Server Reporting Services (SSRS) or PowerBI (PBI) reports.
• Develops custom ETL (Extract, Transform, Load) processes using SQL SSIS and similar tools.
• Participates in system user groups, work groups, and project teams to identify user needs and operational changes.
• Maintains and develops departmental files, records, queries, and generates reports and dashboards.

Qualifications

• Bachelor’s Degree from an accredited educational institution.
• Three years of experience working on computer-based information systems' software and programming/scripting languages in support of medium enterprise applications.
• Equivalent combination of education and/or job-related experience may be substituted.

Licensing, Certifications, and Other Requirements

• Valid, unrestricted driver's license with no major citations within the past 39 months (depending on department assignment).
• Level D – Technical Arizona Criminal Justice Information System (ACJIS) Network Terminal Operator certification (training provided, testing within first six months of hire).
• Residence in the State of Arizona during active employment.
• Other pertinent licenses and/or certifications may be required depending on assignment.

Work Environment/Physical Demands

• Most work is accomplished in an office environment, with remote working accommodated as needed.
• Operates standard office equipment requiring continuous and repetitive arm, hand, and eye movement.
• Lifts and moves computer equipment weighing up to 30 pounds.
• Travels to meetings and various locations as required.
• Performs off-hours scheduled maintenance downtime.
• Works on call on a scheduled and as-needed basis.

Anticipated starting salary may be up to mid-point ($48.18/hour or $100,152.00/annually) depending on experience and internal equity.
