Police Crime Analyst

About the role

This is responsible, advanced professional, analytical and technical work of significant complexity that requires gathering, researching, analyzing, and organizing confidential investigative information related to criminal violations. Work requires independent judgment, critical thinking, and solution analysis abilities. Positions report to a designated supervisor and work under limited supervision. This role is distinguished by its specialized focus on criminal investigations without supervisory responsibility.

Responsibilities

• Performs daily focused and systematic studies and reviews (both tactical and strategic) of crime and disorder problems, as well as other law enforcement-related issues, to assist in criminal apprehension, crime reduction, prevention, and evaluation. This includes analyzing timing, geographical factors, and suspect/victim similarities.
• Evaluates and analyzes criminal intelligence information to predict capabilities, intentions, and vulnerabilities of criminal groups; recommends investigative strategies.
• Monitors levels and patterns of criminal incidents; performs periodic tabulations of selected crimes or incidents by area, day of week, time of day, and offense characteristics.
• Develops forecasts or predictive analysis on crime trends and patterns.
• Prepares reports including area analysis, incident summarizations, suspect work-ups, and crime patterns; distributes reports department-wide and to external law enforcement entities.
• Makes analysis-based recommendations to police administrators regarding staffing, special details, and tactics to maximize resource use.
• Uses graphs, charts, slides, tables, maps, bulletins, and other visual aids to present findings to police administrators and relevant personnel.
• Presents findings at meetings and briefings.
• Utilizes geographical information systems (GIS) to conduct advanced-level analysis for various requests.
• Queries and extracts data from databases to develop reports for monitoring and measuring crime.
• Creates and updates police boundary maps using GIS and other software; prints, posts, and distributes new maps.
• Responds to administrative requests for research and analysis from elected officials, City departments, and citizens.
• Assists the Records Division with public records requests requiring advanced GIS analysis.
• Develops and maintains the Crime Analysis Intranet site for internal and external communication of crime analysis reports.
• Serves as lead analyst for major projects or cases; assumes responsibility for analysis results.
• Provides training and orientation for new Police Crime Analysts and sworn personnel.
• Attends work on a continuous and regular basis.

Non-essential functions:

• May review the work of or provide direction to other analysts or interns.
• Accompanies sworn personnel in the field during criminal investigations.
• Assists in identifying user needs for automated information systems.
• Assists in formulating operating procedures.
• Assists in managing inventory for the assigned unit.
• Assists departments in developing service goals, objectives, and standards.
• May act in the absence of the supervisor.
• May be required to testify in court.
• Performs other related duties as assigned.

Requirements

• A Bachelor’s degree from an accredited college or university (preferred majors: criminal justice, criminology, police administration, statistics, or public administration) and three (3) years of progressively responsible experience as a crime analyst, research assistant, sworn police officer, or planner in a criminal justice agency (sworn or non-sworn).
• An equivalent combination of documented education, training, and experience may substitute for the degree and experience requirements.

Certifications or Licenses

• Valid driver’s license required upon start date; a valid Florida driver’s license required within thirty (30) days of appointment.
• Must obtain and maintain Florida Department of Law Enforcement (FDLE), International Association of Crime Analysts (IACA), or other professional law enforcement analyst certification(s) within two (2) years of start date.
• Must obtain National Crime Information Center (NCIC) and/or Florida Crime Information Center (FCIC) certification within one (1) year of start date, if applicable, and maintain it thereafter.

Skills

• Thorough knowledge of procedures for locating and organizing crime and intelligence information from varied sources.
• Knowledge of police operations, criminal behavior, research methods, and statistical techniques.
• Knowledge of federal, state, and local criminal laws and regulations.
• Working knowledge of computers and relevant software; ability to apply this knowledge to job duties.
• Ability to extract pertinent information from data relevant to crime analysis.
• Ability to work with numbers, understand statistical concepts, and provide statistical reports to command personnel.
• Ability to make effective presentations in group or individual settings.
• Ability to communicate effectively, both orally and in writing.
• Ability to work effectively with elected officials, department heads, representatives of other agencies, city employees, and the general public.
• Ability to maintain security and confidentiality.
• Ability to keep records and prepare reports.
• Ability to plan, organize, and coordinate work assignments.

Physical and Environmental Requirements

• While performing the duties of this job, the employee is often required to sit for prolonged periods.
• May be required to work, attend meetings, be on-call, or provide analytical support outside of regular business hours during major case investigations, special details, or activation of the Emergency Operations Center (EOC).
• May be required to travel for trainings, crime-related conferences, and events.
• Regularly exposed to graphic and/or violent criminal intelligence information.

Pay

Salary range: $17.89 – $27.91 per hour.
