Responsibilities

  • Lead and direct Plant Operations Technicians by scheduling assignments, monitoring progress, providing direction, guidance, and coaching.
  • Ensure all assignments are completed safely, timely, and correctly, and that all paperwork is completed accurately and on time.
  • Ensure Plant Operations Technicians are trained in and follow all Targa policies and procedures, including Safety & Environmental policies, Code of Conduct, Human Resources Policies, Standard Operating Procedures, and Vehicle Maintenance Procedures.
  • Attend, participate in, and lead Safety meetings; recognize positive Safety behavior.
  • Lead Safety tailgate meetings to set goals, priorities, and address concerns.
  • Ensure all Safety training for subordinates is completed on time and applied in day-to-day work.
  • Direct and manage Plant Operations Technicians’ work and schedules, including time-off requests, overtime, and call-outs.
  • Responsible for the safety and well-being of Plant Operations Technicians, leading by example in all job aspects.
  • Oversee housekeeping of assigned work areas, ensuring assets are well-maintained, clean, and safety equipment is properly maintained.
  • Maintain and ensure safe operation of plant vehicles, UTVs, and company vehicles.
  • Interview, select, and hire Plant Operations Technicians for short- or long-term commitments.
  • Monitor and control operating expenses; spend 85% of time in the field ensuring safe job performance and proper workforce training.
  • Foster strong collaboration and working relationships with various departments, including Field, Measurement, Maintenance, I/E, ES&H, Engineering, Commercial, and HR.
  • Lead all PSM/RMP-related activities.
  • Monitor plant operations and maintenance to optimize quality and production of products meeting required specifications.
  • Troubleshoot plant processes, electrical and pneumatic controls, pumps, and control equipment.
  • Be on-call and respond to plant issues reported by Plant Operations Technicians.
  • Lead Plant Operations Technicians in operating cryogenic plants, mol sieve dehydration, gas compression, electrical generation, amine treating, and associated utility equipment.
  • Oversee safe work practices, efficient plant operations, and facility compliance with permits and regulations.
  • Oversee and develop plant personnel for routine scheduled maintenance, turn-around planning, and Integrity Maintenance programs.
  • Oversee troubleshooting needs and provide necessary resources for project completion.
  • Carry out supervisory responsibilities, including interviewing, hiring, training, planning, assigning work, appraising performance, and addressing complaints.
  • Foster strong buying practices, including reviewing inventory, approving Corporate Card statements, and ensuring timely T&E submissions.
  • Ensure timely procurement processes, including receiving with proper documentation, PO creation, and invoice approvals.
  • Promote and use Stop Work Authority; conduct field reviews and live permit inspections, including LOTO procedures.
  • Provide feedback on unsafe acts or conditions; attend PSM audits, incident investigations, and PHA revalidations.
  • Follow up on CPA/PSM/RMP Action Items to ensure timely closure.
  • Conduct Stop Work drills and audit permits and work being performed.
  • Issue Confined Space and Critical Lift permits as needed.
  • Inspect perimeter fencing, gas cylinders, extension cords, fire extinguishers, SCBAs, safety showers, signage, ladders, scaffolds, electrical connections, and equipment guards.
  • Ensure out-of-service equipment is marked and SDS are up-to-date; inspect secondary containments and electrical grounds.
  • Ensure prompt reporting of any "out of compliance" conditions or environmental concerns.
  • Work with Environmental personnel to monitor permit conditions and track compliance tasks.
  • Review flaring events, blowdown logs, and emissions inventory requirements for accuracy.
  • Communicate facility changes to Environmental Specialists, including tank additions, process changes, and equipment changes.
  • Ensure proper waste handling and address housekeeping issues.
  • Review SPCC plans, conduct monthly inspections, and ensure records are maintained.
  • Assist with incident investigations and regulatory communications; review air permit applications and Deviation Reports.
  • Ensure all records and blowdowns are entered into Maximo or CTS; review assigned CTS tasks.
  • Ensure accurate reporting of engine hours and that control devices are not bypassed.
  • Perform other job duties as assigned.

Requirements

  • High School Diploma or Equivalent.
  • Valid driver license.
  • Minimum 5 years of work-related experience.
  • Strong interpersonal communication skills to interface with teams, personnel, and vendors.
  • Demonstrated ability to work with minimum supervision and a strong work ethic.
  • Solid computer skills, including Microsoft Office Software.
  • Ability to work overtime, weekends, holidays, and respond to call-outs; ability to work shifts for plant or field conditions.
  • Ability to lift, push, and pull at least 50 lbs.
  • Ability to work in changing climate conditions and close quarters (e.g., kneeling, squatting, climbing).
  • Adhere to all applicable Personal Protective Equipment (PPE) guidelines.
  • Regular and reliable attendance.

Preferred Qualifications

  • Associate's degree (A.A.) or equivalent from a two-year college or technical school.
  • Knowledge of gas gathering systems and hydraulics.
  • Knowledge of cryogenic and propane refrigeration gas processing.
  • Prior work experience in extreme weather conditions.
