PLANT OPERATIONS MANAGER - WASTEWATER

About the role

Under limited supervision, performs responsible administrative, supervisory, and technical work directing the operations of the wastewater treatment plant and associated facilities at the North Regional Utilities Campus for the City. Reports to the Assistant Utilities Director (Plants and Maintenance Operations).

Responsibilities

  • Operates and maintains the City's North Regional Wastewater Treatment Plant and associated facilities in accordance with policies, procedures, and regulations of the U.S. Environmental Protection Agency and the State of Florida Department of Environmental Regulation; develops and establishes operational policies and procedures to ensure compliance with laws and regulations.
  • Plans, assigns, directs, and supervises, through direct or delegated supervision, the work of plant personnel engaged in the operation and maintenance of the wastewater treatment plant and facilities; directs performance of required tests and analyses, and coordinates plant operations with the results of such tests; directs and is responsible for laboratory operations.
  • Administers or makes recommendations for routine personnel matters affecting direct subordinates, including recruiting, interviewing, hiring, training, assigning, scheduling, granting leave, appraising, and disciplining; reviews job performance evaluations of personnel as submitted by subordinate program supervisors.
  • Reviews or prepares plant operational reports and records, including state and federal reports, and submits to supervisor and regulatory agencies as required; confers with regulatory authorities and City and Brevard County officials to advise of plant operational changes and adjustments; maintains current operating permits, submitting records and reports to regulatory authorities as required.
  • Supervises the routine maintenance and repair of equipment and machinery, and cleaning and maintenance of all plant facilities and properties.
  • Conducts simple and in-depth research to determine ability to enhance procedural efficiency and associated cost estimates; prepares and presents oral and written reports to supervisor and other management personnel as requested or otherwise deemed appropriate.
  • Oversees administration of plant operating budgets, ensuring proper accounting and reporting of expenditures; compiles figures and prepares budget proposals.
  • May be assigned to shift work. May be required to work weekends and holidays. May be required to respond to after-hour calls.
  • Performs the duties of subordinate personnel when necessary.
  • Performs other related work as required.

Requirements

  • Graduation from high school plus a minimum of six (6) years of experience in wastewater treatment plant operations.
  • An Associate degree or coursework in wastewater technology, environmental science, or a related field is preferred.
  • Three (3) years of supervisory experience required.
  • Must possess a valid Florida Driver’s License and have and maintain an acceptable, safe driving record.
  • Possess and maintain a Class A certification as a Wastewater Treatment Plant Operator from the State of Florida Department of Environmental Protection. Out-of-state candidates applying for reciprocity of the required license may be considered for this position.

Qualifications

Physical Requirements

  • Must be physically able to operate a variety of machinery and equipment including computers, pH meters, color meters, centrifuges, CL2 analyzers, turbidity meters, gas detectors, composite samplers, etc.
  • Must be able to exert up to 50 pounds of force occasionally, and/or up to 25 pounds of force frequently, and/or a negligible amount of force constantly to move objects. Requires frequent reaching, kneeling, lifting, and climbing. Physical demand requirements are for Medium Work.

  • Requires the ability to inspect items for proper length, width, and shape.

  • Requires the ability to coordinate hands and eyes rapidly and accurately in using office equipment.

Manual Dexterity

  • Requires the ability to handle a variety of items such as meters and general maintenance tools. Must have minimal levels of eye/hand/foot coordination.

  • Requires the ability to differentiate between colors and shades of color.

Interpersonal Temperament

  • Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress and when confronted with persons acting under stress.

Physical Communication

  • Requires the ability to talk and hear (expressing or exchanging ideas by means of spoken words and perceiving nature of sounds by ear). Must be able to communicate via telephone.

  • Has considerable knowledge of the engineering, chemical, and bacteriological principles and practices related to large-scale sewage treatment and industrial waste control operations.
