About the Role

The City of San Jacinto is seeking a Planning Manager to lead the Planning Division within the Community Development Department. This position oversees current and advanced planning activities, including development review, long-range planning, environmental review, and policy implementation. The Planning Manager supervises professional and technical staff, provides complex administrative support to the Community Development Director, and serves as a key advisor to the City Council, Planning Commission, and other boards and commissions.

Responsibilities

• Plan, organize, and direct the activities of the Planning Division, including current planning, long-range planning, environmental review, and code enforcement support.
• Supervise, train, and evaluate assigned professional, technical, and clerical staff.
• Review and approve development applications, site plans, subdivisions, use permits, variances, and other land use entitlements.
• Oversee the preparation and presentation of staff reports and recommendations to the Planning Commission, City Council, and other advisory bodies.
• Coordinate planning activities with other City departments, outside agencies, developers, and the public.
• Manage the City's General Plan update process, specific plans, and other long-range planning projects.
• Ensure compliance with the California Environmental Quality Act (CEQA) and other applicable state and federal regulations.
• Respond to inquiries and complaints from property owners, residents, and the development community regarding planning policies and procedures.
• Participate in the development and administration of the division's annual budget.
• Represent the City at professional meetings, hearings, and community outreach events.

Qualifications

• Five (5) years of progressively responsible professional experience in urban or regional planning, including at least two (2) years of supervisory or lead experience.
• Equivalent to a bachelor's degree from an accredited college or university with major coursework in urban planning, geography, public administration, or a closely related field. A master's degree is highly desirable.
• Possession of a valid California Class C driver's license.

Skills

• Thorough knowledge of current planning principles, land use law, CEQA, subdivision map act, and California Government Code provisions related to planning.
• Strong leadership, supervisory, and team-building skills.
• Ability to interpret and apply zoning ordinances, general plan policies, and development standards.
• Effective written and oral communication skills, including public presentation and report writing.
• Skill in conflict resolution, negotiation, and working collaboratively with diverse stakeholders.
• Proficiency with geographic information systems (GIS), permit tracking software, and Microsoft Office Suite.
