Responsibilities

  • Analyzes and provides guidance for field office planning and environmental processes, documents, and supporting records for compliance with BLM planning and National Environmental Policy Act (NEPA) procedural requirements.
  • Coordinates and provides planning and NEPA program oversight to interdisciplinary teams in the implementation of land use plans, implementation-level plans, and project-specific plans.
  • Develops and conducts field office training programs for all aspects of BLM's planning system and NEPA processes.
  • Participates in and/or assumes project lead for statewide, interstate, and regional planning and NEPA projects.

Requirements

  • Must provide proof of U.S. citizenship.
  • Appointment subject to background investigation and favorable adjudication.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Direct Deposit participation required.
  • Must successfully pass the E-Verify employment verification check.
  • May be required to complete training, obtain, and maintain a government credit card with travel and purchase authority.
  • Cannot hold an active real estate license, nor can you have an interest or hold stocks in firms with interest in Federal Lands.
  • As a condition of employment, may be required to serve a one-year probationary period or two-year trial period.

Qualifications

All qualifications must be met by the closing date of this announcement (07/31/2026). Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F.

Minimum Qualification Requirements:

To qualify for this position at the GS-11 grade level, you must meet one of the following:

  • Experience: At least one full year of specialized experience equivalent to the GS-09 level in the Federal service (public or private sectors). Specialized experience includes:
    • Serving on interdisciplinary teams working on NEPA documents.
    • Working with local, state, and federal agencies to coordinate land use planning efforts.
    • Reviewing environmental analysis documents for compliance with applicable laws and regulations.
    You must include hours per week worked.
  • Education: Successful completion of at least a Ph.D. or equivalent doctoral degree, or three full years of progressively higher-level graduate education leading to such a degree or LL.M., if related to the field of study. Transcripts must be submitted.
  • Combination of Education and Experience: A combination of education and experience as listed above, totaling at least 100% to qualify. You must include hours per week and transcripts.

Additional Notes:

  • For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 to validate your work schedule.
  • For military service, the DD-214 or Statement of Service is sufficient to meet the work schedule requirement.
  • For non-federal applicants, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week.
  • Volunteer experience (paid or unpaid) may be credited toward qualifications.

Education Verification:

  • Transcripts must include your name, school name, grades, credit hours earned, major(s), GPA or class ranking, and date degree was conferred (if applicable). Unofficial transcripts are acceptable for application, but official transcripts are required if selected.
  • Foreign education must be evaluated by a private organization specializing in interpretation of foreign credentials and deemed equivalent to U.S. education programs.
