About the role
Heber City seeks a full-time, year-round Planner I or Planner II depending on education and experience.
Responsibilities
- Reviews applications for zoning compliance and land divisions (e.g., subdivisions and exemptions).
- Prepares documentation for review at various stages of the approval process (e.g., planning commission, city council, or the general public).
- Documents actions taken and records proceedings.
- Prepares planning commission packets and attends meetings to present and discuss planning applications and issues.
- Coordinates the citizen participation process; meets with the public to discuss planning, zoning, and development issues.
- Assists the public in defining concerns and presents public questions to management.
- Conducts quasi-judicial processes to mediate and facilitate resolution of planning, zoning, and building compliance issues.
- Follows up with the public to apprise them of city policy and decisions.
- Assists in preparing meeting agendas and publishes notices via local newspaper and posts as required.
- Provides technical and professional advice; makes presentations to supervisors, boards, commissions, civic groups, and the general public.
- Provides information on land use applications, ordinances, codes, plans, and related planning programs to architects, engineers, developers, contractors, owners, community groups, and interested persons.
- Participates as a member of appointed task forces to develop subdivision regulations.
- Prepares studies, reports, and related information for decision-making purposes; conducts technical research and prepares statistical reports and recommendations for drafting or revising local legislation and plans.
- Assists in the development and implementation of growth management, land use, economic development, utility, housing, transportation, facilities, solid waste, or other plans and codes to meet the City’s needs and inter-governmental agreements or requirements.
- Assists with formal processes and reviews related to claims for exemption, special use permits, subdivision applications, variance requests, development applications, zoning changes, etc.
- Reviews blueprints and survey results; prepares and submits staffing reports; may make verbal presentations to the planning commission or city council.
- Ensures proper and timely property owner notifications.
- Evaluates land use proposals for conformity to established plans, ordinances, and codes; evaluates development impact and makes recommendations.
- Evaluates environmental information and recommends mitigation measures to reduce adverse impacts of development.
- Assists city staff in enforcing local ordinances and interpreting city codes and master plans.
- Assists in maintaining planning-related databases (e.g., claim exemptions, subdivisions, special use permits, and variance file numbers and logs).
- Supervises workload and product of development review consultants.
- Coordinates and runs development review committee meetings.
