Physician (Clinical Director)

These positions are located in the Department of Homeland Security, U.S. Immigration and Customs Enforcement, ICE Health Service Corps (IHSC), in Batavia, New York; El Paso, Texas; Elizabeth, New Jersey; Eloy, Arizona; Folkston, Georgia; and Los Fresnos, Texas. These are non-bargaining unit, full-time permanent positions.

Responsibilities

• Provide specialized medical services to outpatients and medical care to inpatients in facilities with a short stay unit.
• Conduct physical examinations, initial and follow-up assessments for acute and chronic medical conditions.
• Examine and order appropriate diagnostic testing; provide necessary treatment and/or medications as required.
• Administer or direct administration of both curative and preventative inoculations.
• Provide clinical oversight to ensure proper evaluations and treatments are carried out and documented; maintain medical records, prepare reports, and actively participate in Health Services medical in-service programs.
• Supervise medical staff, provide training and mentoring, and directly evaluate and treat severely ill and medically complex patients.
• Monitor and evaluate the quality of patient care, identify problems, and effect their resolution.
• Collaborate with facility staff, consultant specialists, the Deputy Assistant Director, Regional Clinical Director, and other senior staff on budgetary and programmatic plans.

Requirements

• Males born after 12/31/59 must certify registration with Selective Service.
• You must possess and maintain Cardiopulmonary Resuscitation (CPR) and Basic Life Support (BLS) certification with either the American Red Cross (CPR for Professional Rescuers and Health Care Providers) or American Heart Association.
• The facility is operational 24 hours a day, 7 days a week; this job requires regular and recurring overtime and rotating shift work.
• You must be available to respond 24/7 to staff.
• You must be able to understand, speak, read, and write English fluently. Bilingual communication capability is preferred.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education to perform the duties of the position.

• Degree: You must have graduated with a Doctor of Medicine, Doctor of Osteopathic Medicine, or equivalent from a school in the United States or Canada, accredited by:
  • Council on Medical Education of the American Medical Association, or
  • Liaison Committee on Medical Education, or
  • Commission on Osteopathic College Accreditation of the American Osteopathic Association, or
  • An accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
• Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must demonstrate education and medical knowledge equivalent to accredited schools in the United States, evidenced by:
  • Permanent certification by the Educational Commission for Foreign Medical Graduates, or
  • A fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or
  • Successful completion of the U.S. Medical Licensing Examination.
• Licensure: You must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
• Graduate Training: You must have at least 1 year of supervised experience providing direct service in a clinical setting (e.g., a 1-year internship or the first year of a residency program in an accredited hospital or institution).
• GS-15 Grade Level: You must possess five (5) years of graduate training in the specialty of the position to be filled or equivalent experience and training.

Preferred Experience

• One (1) year of specialized experience at the GS-14 grade level in the Federal Service or equivalent public or private sector, including:
  • Serving as a clinical expert in providing technical assistance, consultation, and management of clinically oriented staff.
  • Serving as a subject matter expert and applying expert knowledge of clinical medicine and current standards of practice.
  • Supervising Clinical Directors or other supervisory medical healthcare professionals and providing guidance on clinical oversight of mid-level providers.
• Completion of three (3) years of medical specialty training in Family Medicine, Internal Medicine, Emergency Medicine, Occupational Medicine, or Preventive Medicine leading to board eligibility in that field (board certification preferred).
