Physician (Clinical Director)

These positions are located in the Department of Homeland Security, U.S. Immigration and Customs Enforcement, ICE Health Service Corps (IHSC), in Batavia, New York; El Paso, Texas; Elizabeth, New Jersey; Eloy, Arizona; Folkston, Georgia; or Los Fresnos, Texas. These are non-bargaining unit, full-time permanent positions.

Responsibilities

• Provide specialized medical services to outpatients and medical care to inpatients in facilities with a short-stay unit.
• Conduct physical examinations, initial and follow-up assessments for acute and chronic medical conditions.
• Examine and order appropriate diagnostic testing; provide necessary treatment and/or medications as required.
• Administer or direct administration of both curative and preventative inoculations.
• Provide clinical oversight to ensure proper evaluations and treatments are carried out and documented.
• Maintain medical records, prepare reports, and actively participate in Health Services medical in-service programs.
• Supervise medical staff, provide training and mentoring, and evaluate and treat severely ill and medically complex patients.
• Monitor and evaluate the quality of patient care, identify problems, and implement resolutions.
• Collaborate with facility staff, consultant specialists, and senior leadership on budgetary and programmatic plans.

Requirements

• U.S. citizenship is required.
• Must successfully pass a background investigation and drug screen.
• Males born after 12/31/59 must certify registration with Selective Service.
• Must possess and maintain Cardiopulmonary Resuscitation (CPR) and Basic Life Support (BLS) certification (American Red Cross or American Heart Association).
• Facility operates 24/7; requires regular and recurring overtime and rotating shift work.
• Must be available to respond 24/7 to staff.
• Must understand, speak, read, and write English fluently. Bilingual communication capability is preferred.
• Must have graduated with a Doctor of Medicine, Doctor of Osteopathic Medicine, or equivalent from a school in the United States or Canada, accredited by a recognized accrediting body.
• Foreign medical graduates must demonstrate equivalency to accredited U.S. schools via ECFMG certification, a fifth pathway certificate, or successful completion of the U.S. Medical Licensing Examination.
• Must possess a current, active, full, and unrestricted license or registration as a Physician from a U.S. state, territory, or the District of Columbia.
• Must have at least 1 year of supervised clinical experience (e.g., internship or first year of residency in an accredited program).
• For GS-15: Five years of graduate training in the specialty or equivalent experience and training.

Qualifications

Preferred experience for GS-15 includes:

• One year of specialized experience at the GS-14 level or equivalent, involving direct patient-care services, clinical consultation, and management of clinically oriented staff.
• Experience as a subject matter expert in clinical medicine and current standards of practice.
• Supervisory experience over Clinical Directors or other medical healthcare professionals, including oversight of mid-level providers.
• Completion of three years of medical specialty training in Family Medicine, Internal Medicine, Emergency Medicine, Occupational Medicine, or Preventive Medicine, leading to board eligibility (certification preferred).
