Physician (Clinical Director)

These positions are located in the Department of Homeland Security, U.S. Immigration and Customs Enforcement, ICE Health Service Corps (IHSC), in Batavia, New York; El Paso, Texas; Elizabeth, New Jersey; Eloy, Arizona; Folkston, Georgia; and Los Fresnos, Texas. These are non-bargaining unit, full-time permanent positions.

Responsibilities

• Provide specialized medical services to outpatients and medical care to inpatients in facilities with a short stay unit.
• Conduct physical examinations, initial and follow-up assessments for acute and chronic medical conditions.
• Examine and order appropriate diagnostic testing; provide necessary treatment and/or medications as required.
• Administer or direct administration of both curative and preventative inoculations.
• Provide clinical oversight to ensure proper evaluations and treatments are carried out and documented.
• Maintain medical records, prepare reports, and actively participate in Health Services medical in-service programs.
• Supervise medical staff, provide training and mentoring, and evaluate and treat severely ill and medically complex patients.
• Monitor and evaluate the quality of patient care, identify problems, and implement resolutions.
• Collaborate with facility staff, consultant specialists, and senior leadership on budgetary and programmatic plans.
• Serve as a clinical expert, providing technical assistance, consultation, and management of clinically oriented staff.

Requirements

• Must be a U.S. citizen.
• Must successfully pass a background investigation and drug screen.
• Males born after 12/31/59 must certify registration with Selective Service.
• Must possess and maintain Cardiopulmonary Resuscitation (CPR) and Basic Life Support (BLS) certification (American Red Cross or American Heart Association).
• Must be available for regular and recurring overtime, rotating shift work, and 24/7 on-call response.
• Must be fluent in English (understand, speak, read, and write); bilingual communication capability is preferred.
• Must have graduated with a Doctor of Medicine, Doctor of Osteopathic Medicine, or equivalent from a school in the United States or Canada, accredited by a recognized accrediting body.
• Foreign medical graduates must demonstrate equivalency to accredited U.S. schools via ECFMG certification, a fifth pathway certificate, or successful completion of the U.S. Medical Licensing Examination.
• Must possess a current, active, full, and unrestricted license or registration as a Physician from a U.S. state, territory, or the District of Columbia.
• Must have at least 1 year of supervised clinical experience (e.g., internship or first year of residency) in an accredited program.
• For GS-15: Must have five years of graduate training in the specialty or equivalent experience and training.

Qualifications

Preferred experience for GS-15 includes one year of specialized experience at the GS-14 level or equivalent, such as:

• Serving as a clinical expert in providing technical assistance, consultation, and management of clinically oriented staff.
• Applying expert knowledge of clinical medicine and current standards of practice.
• Supervising Clinical Directors or other supervisory medical healthcare professionals and providing guidance on clinical oversight of mid-level providers.

Preferred specialty training includes completion of three years of medical specialty training in Family Medicine, Internal Medicine, Emergency Medicine, Occupational Medicine, or Preventive Medicine, leading to board eligibility (certification preferred).
