About the Role

The Human Resources Assistant Chief Counsel provides high-level legal support to the Civil Division of the Law Department. This role involves advising on employment law, labor relations, and human resources policies, as well as representing the City in administrative hearings and litigation related to personnel matters.

Responsibilities

  • Provide legal counsel to City departments on employment law, labor relations, and human resources policies and practices.
  • Draft, review, and negotiate employment agreements, settlement agreements, and other legal documents.
  • Represent the City in administrative hearings, arbitrations, mediations, and litigation involving personnel matters, including disciplinary actions, grievances, and discrimination claims.
  • Advise on compliance with federal, state, and local employment laws and regulations, including but not limited to the Fair Labor Standards Act (FLSA), Family and Medical Leave Act (FMLA), Americans with Disabilities Act (ADA), and Title VII of the Civil Rights Act.
  • Assist in the development and implementation of City-wide human resources policies and procedures.
  • Conduct legal research and prepare memoranda on complex employment law issues.
  • Collaborate with the City Attorney’s Office, Human Resources Department, and other stakeholders on employment-related matters.
  • Provide training to City management and staff on employment law and human resources best practices.

Requirements

  • Juris Doctor (J.D.) degree from an accredited law school.
  • Active membership in the Arizona State Bar in good standing.
  • Minimum of five (5) years of experience practicing employment law, with a focus on labor relations, human resources, and litigation.
  • Experience representing public sector clients or municipalities is highly desirable.
  • Strong knowledge of federal, state, and local employment laws and regulations.
  • Excellent analytical, research, writing, and oral communication skills.
  • Ability to manage multiple priorities, work independently, and meet deadlines in a fast-paced environment.
  • Demonstrated ability to work collaboratively with diverse stakeholders.

Preferred Qualifications

  • Experience with public sector labor negotiations and collective bargaining agreements.
  • Familiarity with civil service rules and merit system principles.
  • Experience providing training on employment law topics.
