About This Position

The Assistant Chief Counsel's work is performed in the Office of the City Attorney, in accordance with general policies of the City Council and City Manager and the accepted standards of the legal profession, including all applicable ethical rules. This vacancy is in the Civil Division, supporting the Human Resources section. The Assistant Chief Counsel is responsible for managing a Section that provides legal advice to Human Resources, Retirement and Equal Opportunity Departments.

Responsibilities

  • Manages a Section providing legal advice to Human Resources, Retirement and Equal Opportunity Departments.
  • Represents the City, its agents, and employees in all aspects of legal work related to those departments.
  • Performs difficult professional and complex legal work, including revisions to the Phoenix City Code, client consultation to assist decision makers, and drafting legal analysis to assist managers and directors with a variety of issues.
  • Attends public meetings or represents the City during administrative hearings or court proceedings.
  • Understands state and federal civil rights laws, employee conduct, benefit programs, and labor law and labor negotiations.
  • Works independently in performing all assigned duties.

Requirements

  • Four years of experience as a practicing civil attorney.
  • Graduation from an accredited school of law.
  • Admission to the State Bar of Arizona.

Preferred Qualifications

  • Experience managing legal and other professional personnel.
  • Experience communicating regularly with high level managers, department heads, and elected officials.
  • Drafting administrative regulations or other internal policies and procedures regarding employee conduct, benefits, or related matters.
  • Compliance experience with state and federal laws and regulations (AZ Civil Rights Act, Title VII, ADA, FMLA, FLSA), including IRS regulations and qualified plan or trust documents.
  • Understanding of state and federal civil rights laws, employee conduct, benefit programs, and labor law and labor negotiation.
  • Experience representing clients in administrative hearings.

Pay

Salary commensurate with experience and qualifications. The City contributes 9% of salary into 457/401(a) plans with no matching required. $4,200/annual car allowance and $1,440/annual cell phone allowance.

Schedule

This position is eligible for up to 4 days a week of remote telework, with one in-office day per week for meeting with your section, implemented at the discretion of the City Attorney.
