About the role

This position serves as an Assistant City Attorney IV (Non-Career) within the City of Phoenix Law Department, specializing in employment and labor law matters. The attorney will provide legal counsel to the Human Resources Department and other city departments on a wide range of human resources issues, including but not limited to employment discrimination, harassment, discipline, terminations, labor relations, and compliance with federal, state, and local employment laws.

Responsibilities

  • Provide legal advice and representation to the City of Phoenix Human Resources Department and other city departments on employment and labor law matters.
  • Draft, review, and negotiate employment agreements, separation agreements, and other HR-related documents.
  • Represent the City in administrative proceedings before agencies such as the Equal Employment Opportunity Commission (EEOC), Arizona Civil Rights Division, and other state and federal agencies.
  • Handle litigation matters related to employment disputes, including lawsuits filed in state and federal courts.
  • Conduct legal research and prepare memoranda on employment law issues.
  • Develop and deliver training programs for city management and staff on employment law topics.
  • Assist in the development and implementation of city policies and procedures related to employment practices.
  • Collaborate with other attorneys in the Law Department on matters affecting multiple departments.
  • Stay current with developments in employment and labor law and advise the City accordingly.

Requirements

  • Juris Doctor (J.D.) degree from an accredited law school.
  • Active membership in good standing with the State Bar of Arizona or eligibility for admission by motion.
  • Minimum of five (5) years of experience practicing employment and labor law, with a strong preference for experience in the public sector.
  • Experience representing clients in administrative proceedings and litigation related to employment matters.
  • Excellent analytical, research, writing, and oral communication skills.
  • Ability to manage a high-volume caseload and meet deadlines in a fast-paced environment.
  • Strong interpersonal skills and the ability to work collaboratively with diverse stakeholders.

Preferred Qualifications

  • Experience working with municipal governments or other public sector entities.
  • Familiarity with Arizona employment laws and regulations.
  • Experience conducting workplace investigations.
  • Certification as a specialist in labor and employment law by the State Bar of Arizona.
