About the Bureau

The mission of the Bureau of Public Health Clinics is to promote a healthy community by providing New Yorkers with the resources needed to make informed and empowered health decisions; identify and treat tuberculosis and provide immunization and sexual health services regardless of ability to pay or immigration status. It is also the Bureau's vision to provide timely, accessible, high-quality, equitable and respectful care that helps improve the lives of our patients and contributes to a healthier community.

Responsibilities

• Manage collection rooms, disinfect surface areas after each collection
• Perform HIV rapid INSTI tests
• Provide HIV test results
• Prepare specimen collection kits for patients
• Deliver specimens to Quickie Lab
• Answer patient questions and inquiries
• Review patients' reasons for visit
• Conduct confidential advising of patients when diagnosed with STI, HIV or Covid to refer for follow-ups, as appropriate
• Enter data into the EMR/EPIC: Post patient results and other information, when applicable
• Establish and maintain effective communication and working relationships with staff and management to meet employee and client needs and objectives

Qualifications

Open to candidates who are permanent. The Public Health Advisors, L2 will work in one of the Bureau's Quickie Lab and report directly to the Express Clinic Supervisor.

Minimum Qualifications (any of the following):

• A baccalaureate degree from an accredited college, including or supplemented by twelve semester credits in health education, or in health, social or biological sciences
• A baccalaureate degree from an accredited college, and six months of full-time satisfactory experience in a health promotion or disease intervention/prevention program, performing one or more of the following: interviewing, conducting community investigations, assessing health risks, making referrals, or collecting and analyzing epidemiological data
• A four-year high school diploma or its educational equivalent, and four years of full-time satisfactory experience as described above
• Education and/or experience equivalent to the above. Undergraduate college credit can be substituted for experience on the basis of 30 semester credits from an accredited college for one year of full-time experience. However, all candidates must have a four-year high school diploma or its educational equivalent, and either twelve semester credits as described in the first option or six months of experience as described in the second option.

Assignment Level II requirement: In addition to meeting the minimum qualification requirements listed above, candidates must have at least one year of experience as a Public Health Adviser, Assignment Level I, or at least one additional year of experience as described in the second qualification requirement above.

Additional requirements: For certain assignments, satisfactory completion of training in phlebotomy or other necessary procedures is required. Certification in HIV counseling may be required for certain other assignments. Public Health Advisers are required to have an annual health assessment.

Schedule & Work Location

• Work From Home Policy: Depending on your position within DOHMH, you may be able to work up to two days during the week from home
• New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County
