About the role
The Office of Enforcement (OENF) ensures regulatory compliance and protects public and environmental interests through rigorous inspection programs, timely enforcement actions, and transparent oversight. Key responsibilities include:
Responsibilities
- Inspect and regulate Louisiana's intrastate pipeline facilities to ensure compliance with state and federal safety standards.
- Perform highly technical inspections evaluating engineering principles related to pipeline construction, operation, maintenance, integrity management, and abandonment.
- Review and evaluate operator's application of engineering principles and risk analysis methods for compliance with regulations.
- Conduct on-site inspections of complex jurisdictional gas and hazardous liquid pipeline systems and related facilities.
- Perform exit interviews and provide guidance to facility personnel during inspections and exit interviews.
- Provide safety expertise/assistance to pipeline owners/operators, including audits of operations and maintenance procedures, emergency procedures, construction procedures, and drug and alcohol program procedures.
- Maintain inspector qualification through attendance of PHMSA training.
- Keep abreast of changes to assigned operators' physical facilities and operational status.
- Prepare reports requested by the department, office, or other agencies.
Requirements
Minimum Qualifications:
- A bachelor’s degree in a geoscience field or engineering.
