About the Role

This position supports security assessment investigations, including background investigations, periodic reinvestigations, and security clearances. The role involves developing manuals, forms, and instructions to facilitate the FBI Security Program, participating in special projects, and conducting exhaustive checks in accordance with Federal guidelines.
Responsibilities
- Independently develop various types of manuals, forms, and instructions to support the FBI Security Program.
- Participate in special projects, such as planning the implementation of new or revised programs.
- Conduct exhaustive and extensive checks in accordance with Federal Investigative Standards (FISs), Federal guidelines, policies, and procedures.
- Demonstrate innovative and imaginative approaches to problem-solving to enhance the quality and quantity of relevant data in assigned cases.
- Provide direct support and service to the administration of the FBI Security Program by participating in highly sensitive and complex security assessment investigations.
- Act as a technical expert in one or more security programs, assisting program managers and providing expert advice in formulating and implementing policies and procedures.
- Request, receive, scrutinize, and analyze FBI investigative files to determine identifying or linking information, matching records, and viable avenues of investigative pursuit.
- Analyze material to detect misrepresentations, criminal or suspicious conduct, associations with hostile intelligence, or indications of security risks.
- Conduct critical analysis of incoming material to determine merit for granting, continuing, or revoking security clearances and access authorizations.
- Provide on-the-job training, guidance, and advice to lower-level specialists and assist in resolving complex issues during case processing.
- Review cases and routine correspondence prepared by specialists for transmittal authorization by the Government lead.
- Prepare in-depth summaries of pertinent data and compose necessary correspondence for the initiation of investigations.
- Define security vulnerabilities, recommend investigative leads, and advise on restricting regulations or instructions.
- Coordinate with FBI Divisions on foreign nexus/concerns to exploit intelligence for adjudicative determination recommendations.
- Provide high-risk analysis of investigations to support security and suitability determinations.
- Evaluate reports of investigations and personnel files to recommend suitability/security determinations.
- Recommend whether a security clearance should be granted, denied, revoked, or suspended.
- Coordinate the execution of polygraph examinations and interviews based on data analysis.
- Compose communications to FBI HQ Divisions and Field Offices to initiate investigations, providing detailed justification and instructions.
- Correlate and assimilate data to prepare formal written analyses of security concerns, vulnerabilities, risks, and resolutions.
- Provide recommendations for adjudication decisions based on the "whole-person" concept and specialized qualifications.
- Coordinate investigative activity and information gathering between Field Offices, Legal Attaches, other Government agencies, and private industry.
- Make appropriate contacts to provide guidance, obtain and relay information, and resolve complex problems or conflicting information.
- Identify and report undesirable trends and keep the Government lead informed of developed information.
- Advise on follow-on actions and conduct security briefings as required.
- Ensure FBI employees and contractors are properly advised of potential security risks and debriefed as necessary.
- Process assignments independently and apply general policy to resolve unusual problems or difficulties.
- Consult the Government lead on inherently governmental policy matters.
- Ensure all work products are technically accurate and ready for appropriate disposition.
- Analyze results of investigations, interviews, and polygraph examinations to ensure all issues are resolved and gaps are addressed.
- Ensure cases are handled in compliance with FBI policies and legal requirements.
- Determine the adequacy of reporting information and provide guidance to the field during investigations.
- Adhere to DOJ Orders and FBI regulations affecting background investigations.
Requirements
- Active Top Secret US Government Clearance (US Citizenship required to maintain clearance).
- Bachelor’s degree with 10 years of experience in federal law enforcement or 15 years of experience in the personnel security investigative or investigative analyst field.
- Alternative: Associate’s degree with 12 years of experience in federal law enforcement or 17 years of experience in the personnel security investigative or investigative analyst field.
- Technical training/certification as an investigator and/or adjudicator.
- Must be approved by the CO of the Order.
Qualifications
- Advanced degree in any field of study (desired).
- Knowledge of DOJ and FBI regulations regarding the personnel security process.
- Experience conducting interviews and security briefings, discussing analysis, and preparing written communications.
- Previous experience in a security leadership role (preferred).
- Strong understanding of security disciplines.
- Demonstrated understanding of security-related/investigative guidelines, including:
- Federal Investigative Standards (FISs)
- Security Executive Agent Directives (SEADs)
- Executive Orders (EOs)
- U.S. Code of Federal Regulations (US CFR)
