About the role
This position is contingent upon contract award, security processing, ability to pass a CI polygraph, and position availability, which may lead to a lengthy hiring process. The Personnel Security Specialist (PSS) provides support for security assessment investigations, including background investigations, periodic reinvestigations, security clearances, employment suitability determinations, and continuous evaluation of employees to ensure eligibility for employment.
The PSS supports the administration of Security Programs by participating in the direction, from inception to completion, of less complex security assessment investigations and rendering appropriate adjudication recommendations. Key responsibilities include:
- Conducting, reviewing, and analyzing interviews both internal and external to the organization.
- Supporting, analyzing, and researching complex problems and processes relating to Personal Security.
- Completing written reports and/or oral presentations utilizing critical thinking and analysis skills.
- Contributing to the development of new principles and concepts.
- Advising supervisors of potentially controversial matters or those with far-reaching implications.
- Initiating or performing extensive FBI indices checks, arrest record checks, and similar investigations to obtain pertinent information.
- Requesting, receiving, reviewing, and analyzing various FBI Government files to determine potential security risks.
- Summarizing data and composing correspondence to appropriate Field Offices to initiate investigations.
- Issuing guidance for investigations, setting forth leads in compliance with Federal standards and FBI policy.
- Coordinating with Field Offices for the submission of investigation information.
- Examining and critically analyzing investigative reports for conformance to administrative requirements and adequacy of investigation.
- Noting inadequacies and transmitting additional instructions to the field, recommending further investigation or elimination of unproductive procedures.
- Recommending polygraph examinations and/or interviews based on data analysis.
- Composing communications to initiate polygraph examinations or interviews, providing specific guidance.
- Reviewing and analyzing results of further investigations, interviews, and polygraph examinations to resolve all issues.
- Summarizing all data in a formal written analysis of security concerns and resolutions.
- Establishing and maintaining liaison with FBI HQ Divisions, DOJ, and other agency officials to resolve queries.
- Coordinating with other FBI components to surface, develop, and resolve issues.
- Recommending new methods and procedures for passing and affirming clearances, including SCI/Regulations, FISs, and EO/DOJ Orders.
- Performing security assessment investigations and providing recommendations to FBI HQ.
- Reviewing and analyzing requests for investigations concerning security clearances.
- Preparing detailed analyses of information developed, including potential remedial or precautionary actions.
- Assisting with briefings and debriefings of individual cases as necessary.
- Uploading all official documents into defined systems of record, management, workflow, or tracking systems.
Requirements
- Active Top Secret US Government Clearance (US Citizenship is required to maintain this clearance).
- Two (2) years of experience in the personnel security investigative or investigative analyst field.
- Demonstrated analytical ability to critically review and analyze various types of incoming material and investigative reports.
- Experience conducting and interpreting database checks and credit reports.
- Experience performing routine office administrative support functions.
- Proficient computer skills, including working knowledge of Microsoft Office (Word, Excel, Outlook, PowerPoint).
- Experience using the Internet to conduct research and open-source checks in aid of investigations.
- Experience performing database searches for information related to personnel security matters.
- Responsibility for the security of program data and materials.
- Experience processing security clearance and background investigation documentation in preparation for adjudication.
- Experience preparing documentation for Government agencies and customers.
- Excellent oral and written communication skills.
- Demonstrated knowledge and experience conducting Federal Government standards for investigations, background investigations, and security investigations relating to suitability and security standards.
Qualifications
Education: Bachelor’s Degree with two (2) years of experience OR Associate’s Degree with four (4) years of experience.

This position is performed in a traditional office environment.

Pay
$58,000 - $65,000 per year.
