Personnel Security Specialist-Entry HSV
This position is contingent upon contract award, security processing, ability to pass a CI polygraph, and position availability, which may lead to a lengthy hiring process.
About the role
The Personnel Security Specialist (PSS) provides support for security assessment investigations, including background investigations, periodic reinvestigations, security clearances, employment suitability determinations, and continuous evaluation of employees to ensure eligibility for employment.
The PSS supports the administration of Security Programs by participating in the direction, from inception to completion, of less complex security assessment investigations and rendering appropriate adjudication recommendations.
- Conducts, reviews, and analyzes a variety of interviews internal and external to the organization.
- Provides support, analysis, and research into complex problems and processes relating to Personal Security.
- Completes written reports and/or oral presentations utilizing critical thinking and analysis skills.
- Contributes to development of new principles and concepts.
- Advises supervisor of potentially controversial matters or those with far-reaching implications.
- Initiates or performs extensive FBI indices checks, arrest record checks, and similar to obtain pertinent and identifying information for assigned cases.
- Requests, receives, reviews, and analyzes various FBI Government files and related material to determine an individual's potential security risk.
- Summarizes data and composes correspondence to appropriate Field Offices to initiate investigations, outlining case backgrounds and security concerns.
- Issues guidance for investigations, setting forth leads to be addressed in compliance with Federal standards and FBI policy.
- Coordinates with Field Offices for submission of investigation information.
- Examines and critically analyzes investigative reports for conformance to administrative requirements, adequacy, and compliance with FBI regulations.
- Notes inadequacies and transmits additional instructions to the field, recommending further investigation or elimination of unproductive procedures.
- Recommends polygraph examinations and/or interviews based on data analysis and composes communications to initiate them.
- Receives, reviews, and analyzes results of further investigations, interviews, and polygraph examinations to resolve issues and gaps in information.
- Summarizes all data in a formal written analysis of security concerns and resolutions.
- Establishes and maintains liaison with FBI HQ Divisions, DOJ, and other agency officials to resolve queries.
- Coordinates with other FBI components to surface, develop, and resolve issues.
- Recommends new methods and procedures for passing and affirming clearances, including SCI/Regulations, FISs, and EO/DOJ Orders.
- Performs security assessment investigations and provides recommendations to FBI HQ.
- Reviews and analyzes requests for investigations concerning security clearances.
- Prepares detailed analyses of all information developed, including potential remedial or precautionary actions.
- Assists with briefings and debriefings of individual cases as necessary.
- Uploads all official documents into defined systems of record, management, workflow, or tracking systems.
Requirements
- Active Top Secret US Government Clearance (US Citizenship required to maintain clearance).
- Two (2) years of experience in the personnel security investigative or investigative analyst field.
- Demonstrated analytical ability to critically review and analyze investigative reports and incoming material to discern security vulnerabilities and identify investigative leads.
- Experience conducting and interpreting database checks and credit reports.
- Experience performing routine office administrative support functions.
- Proficient computer skills, including Microsoft Office (Word, Excel, Outlook, PowerPoint) and internet research/open-source checks.
- Experience performing database searches related to personnel security matters.
- Responsibility for security of program data and materials.
- Processing security clearance and background investigation documentation for adjudication.
- Prepared documentation for Government agencies and customers.
- Excellent oral and written communication skills.
- Demonstrated knowledge and experience conducting Federal Government standards for investigations, background investigations, and security investigations relating to suitability and security standards.
Qualifications
Education: Bachelor’s Degree with two (2) years’ experience OR Associate’s Degree with four (4) years’ experience.

- Security Executive Agent Directives (SEADs)
- Executive Orders (EOs)
- U.S. Code of Federal Regulations (US CFR)
Work Environment
This position is performed in a traditional office environment.
Physical Demands
While performing the duties of this job, the employee is occasionally required to stand and/or walk; handle or feel objects; and write. Ability to bend, reach, lift, and carry up to 15 pounds.
Pay
$58,000–$65,000 per year. Actual compensation may vary based on factors such as job responsibilities, education, experience, skills, internal equity, market data, applicable collective bargaining agreements, and relevant laws.
