About the Role

This is entry-level administrative and technical work reviewing, routing, and tracking permits, code enforcement complaints, and licenses for residential rental units, while providing superior customer service. Positions report to a designated supervisor and work under general supervision as part of the Permit Expeditor Team.

Responsibilities

  • Serve as a direct link between citizens and the Department by communicating basic elements of the Florida Building Code, Residential Rental Housing Ordinance, City Code Ordinances, and the International Property Maintenance Code.
  • Guide, assist, and problem-solve for citizens navigating the permitting process, acting as a liaison between citizens, plans examiners, inspectors, planners, and code officers.
  • Pre-screen development plans for sufficiency prior to routing for review; monitor application status and provide assistance to applicants.
  • Develop and track permit activity, including preparation of reports and metrics.
  • Respond to citizen inquiries regarding building permits, zoning, land development, and rental unit permits; track inquiries and provide expertise.
  • Triage and route citizen complaints about code enforcement violations to the appropriate code officer.
  • Process payments for permits and reconcile cash batch daily.
  • Register new contractors and update contractor insurance records.
  • Collect and analyze customer service data.
  • Facilitate issuance of permits for new development, re-development, businesses, and residential rental units; respond to permit-related inquiries.
  • Provide receipts and reconcile permit fees.
  • Answer customer phone calls, provide permit information, and respond to code violation complaints.
  • Receive and enter inspection requests into the computer, routing them to the appropriate Building Inspector or Code Officer.
  • Track and respond to email inquiries for Building, Planning, Rental Housing, and Code Enforcement Divisions.
  • Track metrics for digital permit applications, licenses, and code violation complaints; review, route, or facilitate issuance using digital platforms.
  • Document and research complaints to verify if permits were obtained for work on properties.
  • Perform basic financial calculations, such as amounts due, interest charges, balances, and discounts.
  • Attend work on a continuous and regular basis.
  • Perform other related duties as assigned.

Requirements

  • Graduation from high school or possession of an acceptable equivalency diploma.
  • One (1) year of data entry and customer service experience or training, or an equivalent combination of education, training, and experience.

Qualifications

  • Knowledge of public records regulations and best practices in customer service.
  • Ability to collect and process customer payments.
  • Strong oral and written communication skills.
  • Ability to work effectively with the public and in a team environment.
  • Ability to maintain accuracy in a fast-paced environment.
  • Ability to handle administrative responsibilities, including processing large volumes of permits and inspections annually.
  • Ability to diffuse stressful situations and remain calm under pressure.
  • Superior customer service skills and strong attention to detail.

Certifications

  • Notary Public within six months of employment.
  • Certified as an International Code Congress Permit Technician within one year of employment.

Physical and Environmental Requirements

  • Ability to sit for prolonged periods of time.
  • Work environment is an office setting; may require attending meetings outside regular business hours.

Pay

Salary range: $17.89 – $27.91 per hour.
