Performance Analyst And Security Officer

About the Role

The Performance Analyst & Security Officer contributes to increased quality of CHOICES’s clinical services and organizational efficiency through data analysis, performance measurement reporting, management of Athena (EMR) services, and support of the continuous quality improvement program. This position will serve as CHOICES’s Online Security Officer and supports health equity by contributing to internal and external research projects in the sexual and reproductive health field. This role offers flexibility and may be performed fully remote or in a hybrid capacity.

Responsibilities

Data and Quality

• Develop, execute, and monitor internal processes that protect, control, and ensure data accuracy and integrity across the organization.
• Design data tracking and monitoring tools to regularly provide data and reports for internal and external needs, including clinical operations, quality improvement, patient satisfaction, program management, and grant reporting.
• Coordinate technical services, updates, and reports for CHOICES's Athena electronic medical record system.
• Assist the Development Department in creating content using CHOICES's data findings and research conclusions.
• Demonstrate complete discretion when discussing patient information; adhere to strict standards regarding patient confidentiality, informed consent, and disclosure as required by HIPAA, Tennessee law, and organizational policy.
• Support CHOICES's participation in clinical and social science research studies and data collection projects with internal colleagues and external partners.

Online Security

• Perform the yearly Security Risk Analysis (SRA) review.
• Identify and document threats and vulnerabilities in the current system and develop corrective action plans with the IT vendor, Management Team, Executive Team, and President & CEO to mitigate security deficiencies.
• Respond to identified threats and vulnerabilities with appropriate personnel, including the President & CEO, Executive Team, Management Team, and IT vendor.
• Create policies and procedures to establish SRA-required systems (based on the annual SRA report) and other systems to enhance the clinic's online security.
• Work with the HR Generalist to research and implement online security training for clinic staff at least once per year, centered on topics such as ePHI, HIPAA, password security, and encryption.
• Coordinate and participate in the annual strategic plan review meeting with the IT vendor, preparing and distributing materials such as the SRA report and SRA memo with recommendations for the upcoming year.
• Act as the point of contact for the IT vendor on online security-related issues.
• Perform an annual audit of vendors with the Office Manager to identify potential security risks that warrant a Business Associate Agreement.
• Act as the HIPAA Compliance Officer for the organization by accepting and documenting HIPAA violations and complaints from staff.
• Prepare reports on HIPAA violations for the President & CEO.

Requirements

• Bachelor's degree required; Master's degree preferred.
• At least 2-3 years of overall professional experience, with at least 1 year specifically in data management, analysis, or a related technical/compliance function.
• Technology savvy, with expertise in Microsoft Excel; familiarity with Athena EMR or Athena Data View preferred; ability to use a statistical software package (e.g., Stata, SAS) is a plus.
• Excellent writing skills, including the ability to write and translate data for multiple audiences.
• Excellent communication and relationship-building skills, with an ability to prioritize, negotiate, and collaborate with a variety of internal and external stakeholders.
• Knowledge of quality assurance, quality improvement, risk management, and outcomes management standards.
• Strongly supportive of comprehensive full-spectrum reproductive and sexual healthcare, including abortion care, midwifery, and gender-affirming care.

Pay

$47,840.00 - $74,750.00 per year

Working Conditions

• Operates in a professional office environment.
• Routinely uses standard office equipment such as computers, phones, photocopiers, and filing cabinets.
• Subject to OSHA Bloodborne Pathogen Exposure Determination.
• Regularly required to talk and hear in person, on the telephone, and via web conference.
• Visual acuity is necessary for reading information from printed sources and computer screens.
• Frequently required to stand, walk, use hands to handle or feel, and reach with hands and arms.
• Occasionally required to lift office products and supplies up to 20 pounds.
• Frequent sitting is required.
