PeopleSoft Absence Management Functional Lead
We are seeking a PeopleSoft Absence Management Functional Lead to support our NYS client in transforming their IT environment. This role offers the opportunity to work on rewarding projects and help solve the government's most complex IT challenges.

About the Role
This role will lead requirements, functional design, configuration, data conversion validation, testing, training, and knowledge transfer for the implementation of PeopleSoft Absence Management 9.2. The consultant will partner with HR, payroll, finance, IT, and Time and Labor stakeholders to replace legacy Kronos and in-house leave systems with a sustainable, accurately configured solution.
Responsibilities
- Lead Absence Management requirements gathering and gap analysis with HR, payroll, leave administration, finance, and IT stakeholders, and document outcomes in the functional design deliverable.
- Own the PeopleSoft Absence Management 9.2 functional design and configuration, including absence types, entitlement and take elements, accrual and eligibility rules, absence calculation, calendars, forecasting, and approval workflows.
- Translate collective bargaining and client leave rules into configuration, including service- or title-based accrual rates, carryover and cap logic, leave donation, historical edits, and related eligibility requirements.
- Contribute the Absence Management functional perspective to legacy data mapping and conversion planning for in-house leave applications and Kronos Timekeeper, and validate migrated balances in the test environment.
- Establish the methodology for determining, reconciling, validating, and obtaining sign-off on opening accrual balances to support parallel-run and user acceptance testing gates.
- Define and validate the handoff of absence results to PeopleSoft Payroll, including leave without pay and other pay-affecting outcomes, in coordination with payroll subject matter experts.
- Coordinate with the PeopleSoft Time and Labor SME on reported time, work schedules, holiday handling, and other functional touchpoints between time and absence processing.
- Support test planning, test execution, parallel-run activities, defect triage, and functional resolution throughout system and user acceptance testing.
- Develop and deliver Absence Management training for employees, managers, payroll, and HR staff, including Employee Self Service and Manager Self Service absence requests.
- Provide go-live and five-week stabilization support, triage functional issues, and deliver continuous knowledge transfer so client staff can maintain the solution independently.
Requirements
- 5+ years of hands-on Oracle PeopleSoft Absence Management experience; resumes must identify client names, dates, and PeopleSoft releases.
- 2+ years of hands-on configuration experience with PeopleSoft Absence Management 9.2, including absence types, entitlement and take elements, accrual and eligibility rules, absence calculation, calendars, and forecasting.
- 1+ years of functional experience supporting data migration, configuration, and integration on PeopleSoft HCM implementations, including legacy-system mapping and converted-data validation.
- Experience configuring negotiated-agreement accrual rules, including service- or title-based rates, carryover and cap logic, leave donation, and historical edits.
- Experience establishing, reconciling, and obtaining stakeholder approval for opening accrual balances during a system conversion.
- Experience with the Absence Management-to-Payroll handoff, including leave without pay and other pay-affecting absence outcomes.
- Ability to work directly with client functional stakeholders, lead working sessions, and clearly defend functional design decisions.
- Ability to work full time in a fully remote environment over a secure client VPN using a consultant-supplied laptop and internet connection.
Qualifications
- New York State agency or public authority experience, particularly within HR, payroll, or leave administration.
- Experience supporting a unionized workforce where collective bargaining agreements determine accrual rates, eligibility, and leave entitlements.
- Experience converting homegrown or spreadsheet-based leave and accrual tracking solutions with incomplete or undocumented legacy rules.
- Prior migration experience from UKG/Kronos Workforce Central or Kronos Timekeeper.
- Working knowledge of PeopleSoft Time and Labor and the functional integration points between time reporting and absence processing.
- Experience rolling out Employee Self Service and Manager Self Service absence functionality, including Fluid UI and training for a field workforce.
- Experience with PeopleSoft 9.2 environments using PeopleTools 8.58 or later.
- Experience supporting organizations with approximately 1,500 to 2,500 employees across multiple divisions.
- Prior work under OGS Project Based IT Services (PBITS) or a similar public-sector contract vehicle.
