Payroll & Employee Operations Supervisor

Position Summary

The Payroll & Employee Operations Supervisor will oversee all payroll processing activities while supporting key workforce administration functions including onboarding, employee records management, benefits administration, compliance, and employee relations.

Key Responsibilities

• Manage weekly payroll processing for salaried and hourly employees
• Manage Certified Payroll Reports in compliance with federal, state, and local prevailing wage requirements
• Ensure compliance with Davis-Bacon Act, prevailing wage laws, union reporting requirements, and public works regulations
• Review employee time records, job cost coding, and labor allocations for accuracy
• Cook payroll audits and respond to agency requests
• Reconcile payroll-related general ledger accounts and support month-end close activities
• Maintain payroll records and ensure compliance with all applicable regulations
• Review and process quarterly and annual state/federal payroll reporting

Qualifications

• Minimum 5 years of payroll experience in the construction industry
• Minimum 3 years of supervisory or leadership experience
• Extensive Certified Payroll experience is required
• Strong knowledge of prevailing wage regulations, Davis-Bacon requirements, and public works reporting
• Experience processing multi-state payroll
• Working knowledge of payroll taxes, wage and hour laws, and employment compliance
• Proficiency with payroll software, HRIS systems, and Microsoft Excel
• Excellent attention to detail, organization, and problem-solving skills

Compensation

$75,000 - $85,000 annually, depending on qualifications and experience.
