About the role

The Payroll Analyst role within the Oregon Department of Transportation's Finance and Budget Division Financial Services Branch - Payroll Section focuses on ensuring accurate and timely payroll and benefits administration for a workforce of over 4,800 employees.

Responsibilities

  • Interpret and apply federal and state laws, collective bargaining agreements, payroll policies and procedures to ensure accurate payroll and benefits administration.
  • Provide payroll and benefits guidance to employees, managers, vendors and partner agencies while delivering excellent customer service, maintain data privacy and security.
  • Process and audit payroll transactions, including pay adjustments, deductions, garnishments, insurance, leave, workers' compensation and other payroll-related activities.
  • Review, analyze and reconcile payroll records, reports and exceptions to identify discrepancies, resolve issues and ensure compliance with applicable laws and agency policies.
  • Administer employee benefits, including enrollment, eligibility, insurance changes, leave programs and payroll deductions using Workday, PEBB and other payroll systems.
  • Cook up and deliver payroll-related training, technical guidance and process documentation for managers, employees and agency staff.
  • Partner with internal and external stakeholders to improve payroll processes, participate in special projects and contribute to a team-oriented work environment.

Requirements

  • One year of experience analyzing, calculating, recording, and maintaining routine financial information that must include accounting, data, or payroll processing AND at least 44 quarter (29 semester) credit hours from an accredited college, university, or vocational-technical school that includes 8 quarter (5 semester) hours in accounting, business or finance; OR
  • One year of experience analyzing, calculating, recording, and maintaining routine financial information and must include accounting, data, or payroll processing AND possession of a payroll certification from an accredited college, university, or vocational-technical school; OR
  • Possession of a Certified Payroll Professional’s (CPP) certificate; OR
  • At least 96 quarter (64 semester) credit hours or an associate’s degree from an accredited college, university, or vocational technical school that includes 12 quarter (8 semester) hours in accounting, business, or finance; OR
  • Two years of experience analyzing, calculating, recording, and maintaining routine financial information that must include accounting, financial or numerical data, or payroll processing.

Qualifications

  • Experience processing payroll in a professional work environment.
  • Experience using Workday, Kronos or similar payroll and timekeeping systems is preferred.
  • Demonstrated ability to communicate effectively with individuals during challenging or sensitive situations.
  • Proven ability to providing timely, accurate and professional customer service.

Skills

  • Ability to interpret laws, rules, policies and procedures and apply them to specific situations.

Pay

Salary range: $4,050 - $5,879 per month.

Schedule

This role offers a hybrid work schedule, with frequency to be determined by the successful candidate and hiring manager.
