About the role
The Department of Natural Resources (DNR) has an exciting opportunity within its Forest Resilience Division (FRD) Grants Administration Team as a Pass-Through Grants Analyst, Management Analyst 3 (MA3). FRD is responsible for the assessment, planning, coordination, implementation, and monitoring of forest health-related activities across all lands to restore and sustain the ecological functions of Washington’s forested landscapes and support healthy and resilient communities.
Responsibilities
- Aid in the review and analysis of current agency and division policies, procedures, processes, and guidelines.
- Provide recommendations to revise or develop new policies, procedures, and guidelines for the Forest Resilience Grants Analyst & Administrator.
- Maintain awareness of new legislation relating to current and future granting programs, including special requirements of state funding.
- Coordinate the development of state grant and federal subaward pass-through programs necessary to implement emergent funding opportunities and programs.
- Coordinate long-term planning and strategic planning activities, such as utilizing grant budget analyses to conduct strategic long-term analysis of grant funding stability and impacts to strategic goals and plans.
- Offer administrative assistance to applicants, recipients, and project managers in interpreting agreement language and guidelines, state and federal statutes and rules, Forest Resilience Grants Program and Agency policies and procedures, as well as audit requirements and grantee relationships.
- Develop and prepare agreements and amendments.
- Monitor and comply with the terms and conditions of state grants and federal subawards, for Forest Resilience, including providing guidance to Forest Resilience staff, executive management, agency staff, and recipients in budgetary design/planning and agreement requirements, including but not limited to state grant agreements, progress reports, invoicing, amendments, and close-out processes.
- Participate in the resolution of complex or sensitive issues relating to state grants and/or federal subawards.
Qualifications
- Bachelor's degree in public administration, business administration, accounting, law, or related field; AND two years of experience conducting research and analyzing policies, laws, rules, or regulations; OR an equivalent combination of education and/or experience.
Desired Qualifications
- Two years of experience in negotiating, administering, or terminating government contracts, contract property management, contract cost or price analyses, or contract compliance administration.
- Accustomed to functioning largely independently, making sound decisions in a complex environment.
- Strong analytical skills.
- Excellent communication skills – both verbal and written.
- Strong negotiation, mediation, and collaboration skills.
- Skills and experience with interagency cooperation and negotiation.
