Parks Maintenance Technician

Metro is dedicated to shaping a better future for the greater Portland region. The Parks and Nature Department is looking for a Parks Maintenance Technician to maintain Metro’s park, marine facility, and cemetery infrastructure, systems, and equipment.

About the role

This position is key in maintaining safe and welcoming park destinations for the community to connect to. You will perform and coordinate a wide variety of multi-skilled tasks, preventative maintenance, in-depth inspection and reporting, reactionary repairs, contractor oversight, construction, and emergency utility systems call-out response across the portfolio.

Responsibilities

• Consult with managers to determine asset and system requirements; prepare complex designs, technical specifications, and project plans.
• Consult with managers, supervisors, and other parks employees regarding projects, safety, and work impacting sites and the public.
• Perform and coordinate technical system evaluations for park assets, associated systems, fleet, and equipment.
• Arrange for contractors, consultants, or other services as needed and function as project manager when authorized.
• Perform and coordinate inspection, maintenance, and repairs on park infrastructure and equipment.
• Oversee lower-level maintenance staff to ensure work is completed correctly and in a timely manner; maintain accurate records of maintenance work.
• Troubleshoot, repair, and perform unscheduled maintenance, modification, or replacement of mechanical parts, pipes, sensors, and equipment.
• Perform basic electrical testing and other testing procedures.
• Install or oversee contractor installation of new equipment and systems.
• Order replacement parts and maintain parts inventory.
• Observe and perform all work in accordance with industry standards and safety procedures.
• Serve as subject matter expert on park infrastructure, systems, and equipment.
• Actively participate in review and feedback for parks capital projects.
• Complete maintenance and repair records.
• Coordinate and perform emergency services diagnostics, troubleshooting, and repair functions; manage controls, backup systems, and alarms.
• Compile data for reports.
• Work directly with on-call service providers to troubleshoot, repair, and maintain park system issues.
• Ensure park systems and infrastructure comply with all federal, state, and local requirements.
• Manage requests for quotes and schedules of work to be completed.
• Write scopes of work, oversee contracted park projects, and ensure work meets contract requirements.
• Assist with scope creation for on-call contract solicitations.
• Utilize Asset Essentials (CMMS) for scheduling, documenting, and completing work orders, tracking assets, and updating records.
• Assist Park Arborist with tree removals and cleanup, including emergency situations and storm damage.
• Perform right-of-way weed and vegetation management across the park portfolio.
• Use computers proficiently (email, Microsoft Office, CMMS database, and other programs).
• Provide heavy equipment operation and safety training for park staff; maintain proper certifications associated with training.
• Load and secure equipment on trailers for hauling to job sites across the region using safety procedures.

Requirements

• Knowledge of standard practices, methods, tools, and materials of mechanical, plumbing, carpentry, painting, basic electrical, welding, concrete, and other trades.
• Knowledge of occupational hazards and necessary safety precautions.
• Knowledge of applicable federal, state, and local policies, procedures, laws, and regulations.
• Knowledge of Metro’s project management, procurement, and contracting basics.
• Knowledge of electronic control systems such as programmable logic controls (PLC).
• Skill to communicate clearly and concisely; understand, issue, and follow written and oral instructions.
• Skill to maintain and tidy work areas in the shop and field.
• Ability to locate and analyze problems and perform diagnostic and corrective actions.
• Ability to create, prepare, and edit sketches, layouts, specifications, blueprints, and written instructions.
• Ability to use and operate standard and specialty systems required to perform the job.
• Ability to safely and efficiently operate various small and heavy equipment.
• Ability to operate a personal computer and associated software, radios, and cell phones.
• Ability to estimate materials required for complex large-scale projects.
• Ability to read and interpret as-built documents, specification documents, rules, regulations, and codes.
• Ability to supervise unskilled or semi-skilled workers.
• Ability to provide excellent customer service and interact courteously and professionally with employees, volunteers, vendors, the public, and others.
• Ability to establish and maintain effective working relationships.
• Ability to respond to and troubleshoot emergencies and make necessary repairs.
• Ability to obtain and maintain required certifications and licensing.

Qualifications

We will consider any combination of relevant work experience, volunteering, education, and transferable skills as qualifying unless an item or section is labeled required.

• Trade certification or equivalent, and
• Five (5) years of progressively responsible experience in maintenance, repair, installation, operations, and project management with technical subject training such as mechanics, carpentry, masonry, welding, plumbing, and engineering, as well as quality assurance, preventive maintenance, troubleshooting, and emergency services, or
• Any combination of experience, education, and training which provides the equivalent scope of knowledge, skills, and abilities necessary to perform the essential job duties.

Required Certifications

Must possess or have the ability to obtain the following certifications within 6 months of hire:

• First Aid/CPR certification
• Class A commercial driver’s license (CDL)
• Haz Mat Endorsement
• Aquatic facility operator’s license
• Small water systems class completion
• Oregon pesticide applicator license
• Playground safety inspector certification

Working Conditions

• Work is performed indoors and outdoors with exposure to all types of weather conditions.
• Work is physical in nature and often requires a fast pace and exertion.
• Frequent reaching, walking, standing, lifting, stooping, or carrying of equipment and materials.
• Occasional climbing and balancing on elevated platforms and ladders.
• Required to lift, pull, and carry up to 50 pounds (with or without a reasonable accommodation).

Preferred Qualifications

You do not need to have the following qualifications to apply, but they may be considered when identifying the most qualified candidates:

• Experience working in parks
• Experience operating and transporting heavy equipment
• Trades experience such as carpentry, masonry, mechanical, plumbing, electrical, or other related construction experience
• Understanding of public water systems, sanitary septic and sewer, splash pads, or other park systems
• Experience in troubleshooting and repairing park systems
• Experience in government procurement and contracting processes
• Experience managing and overseeing contracted work and general project management skills
• Experience utilizing CMMS (computer maintenance management systems), asset management, and work order system software

Pay

The full-hourly range for this position is step 1: $38.38 to step 5: $46.64. Unless a candidate’s qualifications justify a higher step based on the Oregon Pay Equity Act and Metro’s internal equity review, the appointment will likely be made between step 1: $38.38 and step 4: $44.42. This position is eligible for overtime and is represented by LiUNA 483.
