Owners Authorized Representative (OAR II)-Los Angeles, CA
About the role
CMTS is seeking a highly motivated Owners Authorized Representative (OAR II) to support large-scale capital construction programs in Los Angeles, CA. This role is responsible for managing and coordinating all phases of construction projects including pre-construction, bidding, construction, and closeout. The OAR II will act as the Owner’s representative ensuring projects are delivered on schedule, within budget, and in compliance with all District standards and regulatory requirements.
Responsibilities
- Manage and oversee all phases of assigned construction projects from pre-construction through closeout
- Review pre-construction documents and provide comments to design teams
- Prepare reports for senior management regarding project status and progress
- Cookordinate with public agencies and District staff to ensure compliance with project requirements
- Manage project budgets and schedules ensuring alignment with District standards
- Oversee contractor activities, schedules, and submittals
- Cookordinate responses to Requests for Clarifications (RFCs) and related documents
- Evaluate and negotiate contractor change order proposals
- Analyze schedule impacts and ensure timely resolution
- Review and monitor contractor and consultant payments
- Administer professional service agreements between architects and the District
- Coordinate delivery of fixtures, furniture, and equipment
- Manage project closeout including DSA certification and financial closeout
- Perform additional duties as assigned
Requirements
- Fifteen (15) years of full-time professional experience in construction and/or project management
- Minimum five (5) years managing complex projects with construction values exceeding $20M
- Strong leadership, communication, and organizational skills
Qualifications
- Education Requirements:
- Bachelor’s degree in Architecture, Engineering, or Construction Management OR Bachelor’s degree in any field with ability to obtain Certified Construction Manager (CCM) within one (1) year
- More than 20 years of Construction or Project Management experience with requirement to obtain CCM within one (1) year
- Possession of a valid Certified Construction Manager (CCM) credential

$208,000 – $220,000 annually
