About the role

The Deputy Director of Public Works reports directly to the Public Works Director and is responsible for assisting in the planning, directing, managing, and overseeing the activities and operations of the Public Works Department including streets, traffic, fleet, facilities, and solid waste; coordinating assigned activities with other Town departments and outside agencies; and providing highly responsible and complex administrative support to the Public Works Director.

Responsibilities

  • Assists the Public Works Director in planning, organizing, directing, and reviewing the work of staff involved in the operation, maintenance, and construction of Town streets, traffic control systems, facilities, fleet, and solid waste services.
  • Assists in the development and implementation of department goals, objectives, policies, and priorities for each assigned service area.
  • Recommends and administers policies and procedures; evaluates and monitors work programs, systems, and operational procedures.
  • Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends, within departmental policy, appropriate service and staffing levels.
  • Assists in the preparation and administration of the department budget; approves the forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary.
  • Oversees the use and maintenance of Town facilities, equipment, and vehicles; ensures that facilities and equipment are maintained in a safe, efficient working condition.
  • Provides staff assistance to the Public Works Director; conducts a variety of organizational studies, investigations, and operational studies; recommends modifications to programs, policies, and procedures as appropriate.
  • Responds to and resolves difficult and sensitive citizen inquiries and complaints; represents the department in meetings with regulatory agencies, other government agencies, community groups, and various business, professional, and regulatory organizations.
  • Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of public works.
  • Serves as Acting Public Works Director in the absence of the Public Works Director.
  • Performs related duties and responsibilities as assigned.

Requirements

  • Bachelor’s degree from an accredited college or university with major course work in civil engineering, public administration, business administration, or a related field.
  • Five (5) years of increasingly responsible experience in public works, including three (3) years of supervisory and administrative responsibility.
  • Possession of, or ability to obtain, an appropriate, valid Arizona driver’s license.
  • Possession of, or ability to obtain, an Arizona Class D Water Operator Certification within one year of employment.
  • Possession of, or ability to obtain, an Arizona Class III Wastewater Operator Certification within two years of employment.

Skills

  • Thorough knowledge of the principles and practices of civil engineering as applied to the design, construction, and maintenance of public works facilities and infrastructure.
  • Thorough knowledge of the principles and practices of public administration, including budgeting, purchasing, and personnel management.
  • Knowledge of laws, regulations, and standards affecting public works operations, including OSHA, ADA, and environmental regulations.
  • Ability to plan, organize, direct, and coordinate the work of professional, technical, and clerical staff.
  • Ability to prepare and administer a departmental budget.
  • Ability to prepare clear and concise reports, correspondence, and other written materials.
  • Ability to communicate clearly and concisely, both orally and in writing.
  • Ability to establish and maintain effective working relationships with those contacted in the course of work.
