Oregon State Hospital Diversity Liaison- OPA3 (SR 30)

About the role

The Oregon State Hospital (OSH) is seeking a Diversity Liaison to support the implementation of OHA’s equity programs, policies, and initiatives. The role involves providing consultative advice on the facilitation and implementation of OHA’s equity programs, policies, and initiatives, including the OHA strategic plan and the agency’s strategic goal to eliminate health inequities in Oregon by 2030.

Responsibilities

• Develop and implement plans, policies, and procedures to integrate culturally and linguistically responsive support and services to be used by OSH direct patient-care staff in their work with patients to provide culturally- and linguistically responsive care.
• Support interdisciplinary teams, peer support specialists, nursing management, and OSH leadership to better respond to staff and patients' cultural and linguistic needs.
• Identify and provide recommendations to address the cultural challenges and barriers OSH staff and patients experience at Oregon State Hospital.
• Work as a subject matter expert in the implementation of culturally- and linguistically responsive care and integrating equity, and in building an organization that effectively meets the needs of OSH staff to work with all patients including those from backgrounds and cultures that have been most harmed by historical and contemporary inequities.
• Assess culturally appropriate best practices, patient demographic data, and evaluate current treatment services to determine and implement culturally appropriate policies and practices that are consistent with state and federal requirements.
• Coordinate with the OSH community, including the senior leadership team, to develop and improve data collection methods, engage with staff, and develop recommendations in collaboration with the HESS research analyst and OSH’s data team.
• Coordinate OSH’s implementation of various laws and regulations such as Section 1557 of the Affordable Care Act, and SAMHSA Tip 59 in conjunction with other OSH programs and personnel.
• Facilitate removal of barriers to engagement in treatment and discharge by partnering with direct-patient care staff and with patients from indigenous, ethnically, culturally or linguistically diverse backgrounds, as appropriate.
• Partner with the IDT to frame treatment approaches that are culturally and linguistically appropriate and responsive.
• Promote diversity, inclusion, and health equity by working with internal and external OSH and OHA committees.
• Provide technical assistance to OSH’s various programs and departments and treatment teams.

Requirements

• A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work.
• Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.

• Experience collaborating with organizations or individuals to tackle social, economic, or environmental challenges in your community, personally and/or professionally.
• Demonstrated ability to listen and respond to others that may be experiencing cultural or environmental injustices.
• Desire to address complex challenges through the creation of policies and practices that represent the needs of a diverse population of people.
• Prior experience supporting people from diverse backgrounds, including individuals who are experiencing significant mental and/or behavioral health challenges.
• Experience in translating complex diversity, equity and inclusion concepts into actionable strategies across an organization.
• Demonstrated ability to adjust operational practices, based on data driven information that confirms the absence of equity.
