About the role

Assist in the direction and coordination of all activities concerned with the handling, storing, and ground or air shipment of ammunition, rockets, mines, and other explosive components at NSW Detachment Guam and their remote operating locations.

Responsibilities

  • Review, process, and analyze ordnance-related policies, procedures, regulatory requirements, and evaluate their impact on current operations.
  • Process required documents for ammunition issue and receipts to maintain 100% accountability.
  • Prepare schedules for transportation, storage, issuing, and receiving ammunition; specifying magazine or bunker number, quantity, and numerical order for requisitioned ammunition.
  • Process all phases of transportation for hazardous materials by land, vessel, and commercial/military air, adhering to international and U.S. regulations (IMDG Code, ICAO/IATA Dangerous Goods Regulations, DOT 49 CFR, and U.S. military regulations).
  • Advise and assist Detachment Guam Weapons department personnel on ordnance accountability, safety, controls, forecasting, and movement.
  • Participate in and respond to audits and inspections related to ordnance accounting, qualification/certification programs, and ammunition supply administration.
  • Ensure hazardous waste and recyclable materials are properly identified, labeled, contained, segregated by hazard class, and disposed of within applicable storage limits.
  • Establish and maintain a Joint Munitions Command Price and Availability account for JCET training munitions requisitions.
  • Review previous investigations concerning ordnance discrepancies, implement corrective actions, and report findings to the Weapons Officer and Executive Officer.
  • Assist in the review and coordination of ammunition allowance change requests and non-combat expenditure allowance (NCEA) augmentation requests; provide recommendations to managers.
  • Oversee ordnance accounting data via the Ordnance Information System (OIS) database to ensure 100% accountability of all ammunition assigned to NSW Detachment Guam; provide expenditure metrics and maintain files per OPNAV and NAVSUP requirements.

Requirements

  • Be a U.S. Citizen who possesses a current and valid U.S. passport, and maintain it for the entire period of performance.
  • Minimum of 5 years of direct experience with the Navy Ordnance Information System (OIS).
  • Minimum of 5 years of direct AA&E (Arms, Ammunition, and Explosives) experience.
  • Thorough understanding of Naval Administration Reclassification of Notices (NARS) processing, Ammunition Transaction Reporting (ATR) system, and NAVSUP-P 724, OP5, and DPAS programs, or equivalent authorized Government property management systems.
