Oracle EBS UMX Business Analyst

The ORACLE EBS UMX BUSINESS ANALYST role is central to managing and improving Oracle User Management within an integrated Oracle E-Business Suite R12 environment. This position contributes by leading functional analysis, design, and implementation efforts to develop efficient and scalable Oracle access management solutions, thereby ensuring effective support for the organization's enterprise applications and processes.

Responsibilities

• Serve as the Oracle EBS UMX Functional Analyst responsible for functional analysis, solution design, implementation, and support
• Lead analysis and design efforts for Oracle EBS solutions, focusing on User Management and access control
• Support development of business process areas including Budget to Report, Procure to Pay, Contract Lifecycle Management, Acquire to Retire, and Order to Cash
• Facilitate discussions to resolve complex implementation and development challenges
• Collaborate with business stakeholders and technical teams to deliver scalable Oracle-based solutions
• Engage in Business Intelligence, Data Management, and Reporting
• Support Department of Defense enterprise system interfaces such as SPS, MOCAS/ONE PAY, WAWF/iRAPT, and DCAS
• Assist in analysis, development, and enhancement of architectural standards based on industry best practices
• Create, modify, and execute test plans and scripts
• Analyze and resolve reported functional issues, assist in defect management and testing of fixes
• Support system and user acceptance testing
• Provide end-user support for system customizations
• Mentor and train other developers on processes and tools
• Perform additional duties as assigned

Requirements

• Bachelor’s degree or equivalent
• Minimum five years of Department of Defense or Federal Oracle EBS implementation experience
• Experience with Oracle Federal Financials EBS R12.2.6 or above
• Functional knowledge in areas including Oracle E-Business Suite Technology, User Management, Role Based Access Control, System Administration, Security, Application Framework, Workflow, Licensing, Patching, and Enterprise Command Centers
• Familiarity with multiple business processes such as Procure to Pay, Contract Lifecycle Management, Project Billing and Management, Order to Cash, and Budget to Report
• Experience creating functional designs, configuration, test plans, and scripts
• Experience with Oracle EBS integration and legacy systems
• Strong technical documentation and communication skills
• U.S. Citizenship with eligibility for IT-II background investigation
