About the Role

The Office of Public Safety (OPS) strengthens the coordination of six divisions—Division of Safe Neighborhoods, Division of Criminal Justice, Division of Reentry, Office of the Victim Advocate, Overdose Response Unit, and Town Watch Integrated Services—into a community-centric unit focused on reducing violence, bridging neighborhoods and City government, and supporting returning citizens and families impacted by the criminal justice system.

This financial position will report directly to the OPS Director of Finance & Administration and involves managing Anti-Violence Community Partnership Grants (AVCGP), ensuring fiscal compliance, and assisting with budget preparation and reporting.

Responsibilities

  • Anti-Violence Community Partnership Grants (AVCGP):
    • Attend weekly meetings with AVCPG program managers and fiduciary partner agency.
    • Work directly with grantees to resolve budgetary/financial reporting issues.
    • Monitor grant compliance by reviewing and approving grantees’ supporting documentation.
    • Ensure timely and accurate payments to grantees, fiduciary partner agency, and technical assistance providers.
    • Collaborate with fiscal partner agency and AVCGP program staff to resolve payment or budgetary issues.
  • OPS Financial Administration:
    • Assist with the preparation of the department’s Operating Budget and Target Budget.
    • Prepare quarterly budget updates.
    • Prepare and submit grant expenditure reports to grantor agencies.
    • Track all revenue receivables due to the department.
  • Other duties as required.

Requirements

  • Completion of a bachelor’s degree program at an accredited college or university with major course work in accounting, finance, or business administration.
  • Three (3) years of experience in budget, accounting, or auditing at a governmental agency or non-profit organization.

Skills

  • Knowledge of:
    • Accounting principles and practices.
    • Microsoft Office Suite Software.
    • City systems (FAMIS and ACIS) recommended but not required.
  • Skills:
    • Strong communication and problem-solving skills.
    • Strong organizational skills and attention to detail.
  • Ability to:
    • Analyze and comprehend organizational and procedural problems and make recommendations.
    • Implement policy and procedural changes.
    • Establish and maintain effective working relationships with departmental staff, contracted agencies, and the public.
    • Maintain accurate and complete financial records.

Pay

Salary Range: $72,000 - $85,000

Additional Information

The successful candidate must be a City of Philadelphia resident within six months of hire.
