The South Dakota Public Utilities Commission is seeking an Operations Specialist. This is a full-time position based in Pierre, South Dakota, with a salary ranging from $77,000 depending on qualifications. The position is not remote and requires regular in-office work.
Responsibilities
- Schedule commission proceedings, meetings, and events
- Prepare logistics for meetings, such as securing and setting up locations and coordinating among participants
- Maintain a comprehensive commission calendar
- Compile bi-weekly commission meeting agendas
- Cookordinator and oversee commissioner travel arrangements
- Monitor and track legislation
- Process telecommunications registrations
- Provide administrative support as needed and handle other duties as assigned by supervisor
- Coordinate and oversee the comprehensive redevelopment of the PUC website, including managing all phases of the project from initial scoping through launch, working closely with external vendors, the state Bureau of Information and Technology, PUC staff, and other key stakeholders
- Lead proposal reviews, support contract award processes, guide and monitor development activities, facilitate communication among partners, coordinate usability and functional testing, ensure timely issue resolution, and oversee final implementation to deliver a modern, accessible, and user-focused website
Requirements
- Bachelor’s degree in business administration, information systems, communications, or a related field
- Minimum of two years of experience in administrative operational support preferred

- Strong organizational skills with excellent attention to detail, including the ability to prioritize tasks, manage multiple projects, and follow through to completion
- Strong written communication skills with careful attention to grammar, punctuation, syntax, and clarity
- Strong verbal communication skills with the ability to clearly and professionally convey information, actively listen, and engage with a variety of stakeholders
- Strong interpersonal skills and the ability to handle confidential information with discretion and professionalism
- Ability to work independently, take initiative, research options, and exercise sound judgment
- Ability to adapt to changing situations, priorities, and workloads
- Ability to set, manage, and meet deadlines
- Ability to understand, evaluate, and recommend website content management strategies
- Ability and willingness to work occasional extended hours as needed
- Ability to lift at least 40 pounds to load and unload materials and equipment for meetings and events
- Knowledge of IT infrastructure, tools, and services sufficient to facilitate clear communication among BIT representatives, IT vendors, and PUC staff, and to support the development and management of applications, including PUC websites
- Proficiency in Microsoft Office 365, with skills in Outlook, Word, Excel, PowerPoint, and related software applications

Pay and Schedule
- Salary range: $77,000 depending on qualifications
- Normal working hours: Monday through Friday, 8:00 a.m. - 5:00 p.m.
- Occasional early mornings, evenings, or weekends may be necessary for event support or critical deadlines
