OVERALL RESPONSIBILITIES

Responsible for all operational activities which take place at OTC, to ensure execution, enhancement and improvement of day to day services provided in maximized production along with minimizing opportunities for customer claims, spills, leaks, releases, rework, contamination, injuries and accidents.
Be sensitive to staff needs and provide a dynamic and well-trained staff that can respond to customer needs and specifications quickly, safely, and efficiently.
Able to inspire a strong sense of teamwork and pride of workmanship in personnel supervised.
ESSENTIAL FUNCTIONS
- Review, advise and execute disciplinary action, as required and in accordance with company policy, with the goal of holding people accountable using a firm, but fair attitude.
- Absorb and execute the coaching and development of supervisors/employees in techniques to enhance and improve overall operations along with responsibilities for training subject matter, evaluation, and effectiveness of such training.
- Establish an operating culture that is procedure based.
- Ensure nonconformances are identified and captured in the company nonconformance system.
- Ensure facility changes are captured in the Management of Change system.
- The risks and hazards of the change are evaluated, the appropriate procedures are developed and employees are trained on the change.
- Ensure that a Pre-Startup Safety review is conducted prior to starting up any change.
- Originate inspection procedures, tests, directives, and documents needed to meet optimum levels of performance and quality control.
- Maintain “in-use” status and capability of all storage, transfer, and delivery facilities.
- Develop, implement, review and sustain systems that ensure terminal operates as designed.
- Review and assist in the development / implementation of procedures that are consistent with field operations coupled with best practices.
- Enforce compliance with current policies and procedures.
- Identify and implement cost improvement opportunities.
- Responsible for ongoing performance management and annual appraisals of direct reports.
- Ensure software systems are functioning properly and meet the needs of the specific purpose(s) and department(s).
- Cook up with Sales and Accounting Departments to determine services rendered, costs, and processing of customer invoices.
- Cook up with Customer Service Department to ensure prompt and efficient fulfillment of customer orders and specifications.
- Cook up with QHSE Department to assure compliance with all Company and governmental safety and environmental policies, rules, and regulations.
- Cook up with Engineering / Maintenance Department to assure operating efficiency and integrity of all terminal systems and equipment.
- Serve as Facility Safety Officer, Emergency Response Coordinator, Qualified Individual, and Incident Commander for the OTC complex.
- Develop budget for the department and maintain that budget within its parameters.
- Follow company policies and comply with company regulations.
- Cooperate and support colleagues.
MINIMUM QUALIFICATIONS
- Four year Engineering degree required
- Preferrably terminal and marine experience
- Minimum 3 years’ experience in managing people
- Preferrably facility management experience
- Strong knowledge of chemical properties
- Strong leadership and communication skills

WORKING CONDITIONS
