Operations Manager
About the role
The Administrative Director of Res is responsible for overseeing the operations of secure detention facilities managed by the Division of Youth and Family Justice (DYFJ) within the Administration for Children’s Services (ACS).
Responsibilities
- Manage operations of an assigned tour of the secure detention facility.
- Plan, monitor, and evaluate ongoing programs relating to the supervision, conduct, and order of youth in care.
- Provide coverage for facility operations in the absence of the Executive Director of Operations.
- Select candidates for vacancies in secure detention.
- Manage staff scheduling, absenteeism, and overtime reduction.
- Implement policies and evaluate current practices to ensure operational safety and security.
- Coordinate all activities and services to youth on a work tour, including education, recreation, medical, and social services.
- Conduct individual and group conferences with staff regarding policy interpretation and implementation.
- Demonstrate competence in Safe Crisis Management (SCM) and ensure staff compliance with training requirements.
- Review incident reports and conduct video reviews to identify areas of success and trends impacting incidents.
- Investigate child abuse allegations and critical incidents, including conducting interviews, viewing videos, and preparing reports.
- Assess and evaluate tour critical areas and formulate action plans to address identified operational needs.
- Conduct tours of inspection of assigned living units.
- Oversee, monitor, and resolve City Time related issues.
Requirements
- A master's degree in social work from an accredited school of social work and four years of full-time, paid professional experience in a child care institution or in group work with children in a child care setting, including two years in an administrative capacity.
- A master's degree from an accredited college in sociology, psychology, education, public administration, or a closely related field, and five years of full-time paid professional experience as described in "1" above, including two years in an administrative capacity.
- Education and/or experience equivalent to "1" or "2" above, with two years of administrative experience in a child care setting.
Preferred Skills
- Experience within the Juvenile Justice system and/or related fields.
- An understanding of the functions and operations of juvenile detention.
- Superior judgment, analytical skills, and management ability.
- Experience and ability managing professionals and civil service staff.
- Ability to problem-solve and make decisions in a timely manner.
- Strong organizational, written, and oral communications skills.
- Ability to lead and work as part of a team, as well as independently, and prioritize tasks and undertake multiple critical projects simultaneously.
Benefits
The salary range for this position is $68,214.00 – $223,299.00.
Pay
The selected candidate will be offered a salary between $100,000.00-$112,000.00.
Schedule
Operation Managers may be assigned to workdays, evenings, nights, and overtime based on the agency needs.
