Operations Manager

Position Summary Reporting to the Director of Operations, the Operations Manager (OM) will be responsible for ensuring safe and efficient operations for vessel, rail, yard and gate departments. The OM is responsible for providing strategic direction and day-to-day operations of the terminal. The OM will work closely with the ITS Management team to establish long-range goals, strategies, plans and policies that support the overall business objectives and execute on the agreed to plans. Essential Functions Managing/supervising the daily work assignments for direct ILWU supervisory clerks, superintendents, and foremenDetermining daily labor requirements for each shift; ordering hall labor and carrying out disciplinary procedures through the ILWU contractual agreementsDirecting/coordinating daily execution of Marine/Yard/Rail OperationsDeveloping weekly Marine/Yard/Rail Operations strategy and Tactics, inclusive of the following;Gang StructureVessel Berth scheduleSteady schedulingLabor OrdersCargo sequencingResponsible for Customer CommunicationsScheduling ILWU labor. Directing labor in the performance of work assignments. Directing ILWU supervisors of operational requirements, performance and productivityForecasting weekly total costs for department and tracking performance against budgeted amountMonitoring the attendance (arrival time) of all labor, authorizing any necessary overtime, ensuring that labor is properly identified on all payroll records and all appropriate payroll adjustments are made for labor based on their actual hours of workUsing independent judgment and discretion to make important operational decisions, such as shifting an operating unit from task to task (examples – moving from flip line to break bulk, moving transtainers from delivering imports to grounding exports, shifting an operating vessel gang from one vessel to another, shifting an operating rail unit from discharge to load back and assigning or reassigning gate clerks between functions). Decisions should be guided by business needs with the goal of improving overall terminal operations by maximizing labor efficiency and minimizing terminal turn-timePromoting safety awareness and regulatory compliance by training and enforcing the guidelines set forth by the Pacific Maritime Association (PMA), Pacific Coast Longshore Contract Document (PCLCD), Pacific Coast Maritime Safety Code (PCMSC), OSHA, Port working rules, stowage and hazardous materials, and proper manning and orderingOverseeing the coordination with customs regarding gate hours and/or x-ray appointments; Overseeing daily yard/gate/turn time/container/chassis/manning reporting as neededHiring, disciplining and terminating labor, including Foremen/Supervisory Clerks and hourly-paid union labor; Has the authority and must warn, cite, replace or terminate labor that is not carrying out assigned work as instructed or in a proper or safe manner.Manage all on-the-job union labor relations (grievances, disciplinary actions, on-site meetings and arbitrations)Become familiar with and utilizing the applicable labor agreements and grievance adjustment proceduresHandling any grievances in an expeditious manner, and obtaining all relevant facts while using independent judgment and discretion in adjusting any grievance Education, Experience And Skills Required Leadership Skills – demonstrate ability to lead people and get results through others; inspire others to accomplish goals and encourage high standards of performanceDecision-making – exhibit decisiveness; make timely decisions and establish sound judgment; create contingency plans for alternative solutions to problems and deal with labor and business agents effectivelyInterpersonal Skills – develop a rapport internally and externally with diverse groups of people and labor relationsIntegrity – demonstrate loyalty, honesty, credibility and respect of individuals while serving as a role model for the organization’s values; prove that you are an energetic, forward-thinking and creative individual with high ethical standards and an appropriate professional image; organize and manage multiple priorities; acquire experience managing in a union environmentAdaptability - demonstrate flexibility to meet terminal-gate, vessel, rail and all operational needsDrive/Energy - generate high volume of relevant work; sustain high levels of activity and energy over long hours when necessary; work with business-like approach to daily challenges; make a difference every day at work.Plan & Organize - structure tasks and goals; set priorities; organize information.
