Operations Manager 5
Provides operational, compliance, and leadership oversight across assigned HolBrock Estates Assisted Living and Lighthouse Behavioral Health Center residential facilities. The role combines responsibilities within the scope of Operations and Compliance Officer, Assisted Living Manager, and Facility Director, overseeing daily operations, 24/7 staffing, staff supervision, facility and licensing readiness, regulatory compliance, audits, resident services, safety, emergency response, and quality improvement.
Full-time, W-2 employee — 40 hours per week, allocated across the following affiliated facilities:
- HolBrock Estates at 809 N Rose Street, LLC — 4.375 hrs/week (10.9375%)
- HolBrock Estates at 1620 Druid Hill Avenue, LLC — 4.375 hrs/week (10.9375%)
- HolBrock Estates at 1638 Ruxton Avenue, LLC — 4.375 hrs/week (10.9375%)
- HolBrock Estates at 3021 Garrison Boulevard, LLC — 4.375 hrs/week (10.9375%)
- Lighthouse Behavioral Health Center at 2140 Druid Hill Avenue, LLC — 5.625 hrs/week (14.0625%)
- Lighthouse Behavioral Health Center at 1116 E 20th Street, LLC — 5.625 hrs/week (14.0625%)
- Lighthouse Behavioral Health Center at 1723 Gwynns Falls Parkway, LLC — 5.625 hrs/week (14.0625%)
- Lighthouse Behavioral Health Center at 1114 E 20th Street, LLC — 5.625 hrs/week (14.0625%)
Each facility assignment is part-time under its respective entity; combined assignments constitute a full-time, 40-hour position.
Responsibilities
Operations & Compliance Officer
- Oversee daily operations, 24/7 staffing, facility readiness, safety, and compliance.
- Supervise staff and coordinate with HR, nursing, maintenance, Special Police, finance, and leadership.
- Manage the Corporate Compliance Program, risk assessments, policies, and staff compliance training.
- Coordinate audits, inspections, mock surveys, investigations, and corrective actions.
- Monitor records and operations for compliance risks, deficiencies, and irregularities.
- Maintain compliance documentation and confidential reporting procedures.
- Report significant findings and improvement plans to leadership and/or the Board.
Assisted Living Manager (Approximately 15 hours/week)
- Oversee operations, staffing, resident services, supervision, training, and performance.
- Conduct facility walkthroughs and maintain inspection and licensing readiness.
- Ensure 24/7 staffing and compliance with COMAR, OHCQ, infection control, and documentation requirements.
- Coordinate resident care, service plans, medical/psychosocial needs, and delegating nurse orders.
- Respond to emergencies, behavioral concerns, safety issues, and required notifications.
- Maintain trauma-informed, person-centered care, confidentiality, and quality improvement.
Facility Director (Approximately 20 hours/week)
- Oversee ASAM Levels 3.1, 3.3, and 3.5 residential operations and required on-site coverage.
- Maintain 24/7 staffing, supervise staff, and ensure facility readiness.
- Conduct walkthroughs and maintain safety, documentation, and regulatory compliance.
- Coordinate resident intake, discharge, transitions, assessments, and care plans.
- Support audits, licensing inspections, investigations, and corrective actions.
- Respond to emergencies, behavioral concerns, grievances, and urgent facility needs.
- Ensure staff training, confidentiality, and trauma-informed, person-centered care.
Responsibilities are representative and may be modified or expanded based on organizational needs.
Requirements
Assisted Living Manager Qualifications
- High school diploma/GED required; Associate’s or Bachelor’s preferred.
- 80-hour ALM certification.
- 3–5 years relevant experience.
- CPR/First Aid certification.
- Certified Medication Technician.
- Valid driver’s license.
- Required background screening.
Facility Director Qualifications
- Associate’s or Bachelor’s in a related field preferred.
- Minimum 3 years relevant experience and 1 year supervisory experience.
- Eligibility under Maryland COMAR Facility Director standards.
- Valid driver’s license.
- Required background screening.
Schedule
Monday–Friday, 8:00 AM–5:00 PM, with on-call availability for emergencies and manager coverage.
Pay
$18.00–$25.00/hour, based on experience, credentials, expertise, and available company budget.

Travel
Approximately 50% travel between sites in Maryland, Washington, D.C., and Virginia.
