About the role
Parsons is seeking an exceptionally talented Operations Integrator – Senior Technical Expert to join our team. In this pivotal role, you will lead the planning, coordination, and execution of large-scale experiments, systems under test, and operational demonstrations for the United States Africa Command (USAFRICOM). You will collaborate with military and civilian personnel, as well as partner nation representatives, to shape objectives, scenarios, and technical requirements that drive mission success.
Responsibilities
- Develop high-level plans and directives for experiments, systems under test, and operational demonstrations that align with mission objectives and operational requirements.
- Assess national policies and plans governing continuity programs to ensure alignment with experimental and operational goals.
- Foster a shared understanding of complex challenges among diverse teams by applying a broad understanding of group dynamics.
- Collaborate with multiple military branches and agencies to seamlessly integrate experimental and operational components.
- Manage planning and execution budgets, optimizing cost-effectiveness and resource allocation.
- Create detailed designs for experiments, including scenarios, objectives, and evaluation criteria.
- Oversee the integration of experiments and systems under test into operational events, ensuring a collaborative and productive environment for all participants.
- Lead test and evaluation activities, ensuring data collection and analysis meet Department of Defense standards.
- Provide expert input to address shortfalls, prioritize requirements, and adapt planning in response to changing environments.
- Monitor the execution of experiments and demonstrations, ensuring adherence to plans and prompt resolution of emergent issues.
- Ensure all activities comply with relevant regulations, standards, and best practices.
- Prepare comprehensive reports detailing performance, lessons learned, and recommendations for future activities.
- Conduct thorough analyses under government supervision and present findings to senior management.
- Monitor and review strategies, doctrine, policies, directives, and instructions related to education and training, making recommendations for compliance.
- Manage program evaluation and assessment to ensure alignment with strategic objectives.
- Lead and collaborate with project teams to develop and implement effective solutions and strategies for USAFRICOM.
- Participate in project meetings, working groups, and forums to provide subject matter expertise and guidance.
Requirements
- Must be a U.S. Citizen.
- Must possess an active Top Secret Clearance and be SCI eligible.
- Bachelor’s degree in Engineering or a related technical/business field and 15+ years of relevant experience. Additional years of experience may be considered in lieu of a degree.
- Experience working for the Department of Defense (DoD), either in the military or with military organizations.
- High-level expertise in military operations, strategic planning, and coordination with diverse stakeholders.
- Extensive experience in planning and executing experiments, systems under test, or operational demonstrations.
- Strong analytical abilities for policy assessment and independent analysis.
- Exceptional leadership skills to organize diverse groups and build consensus on complex issues.
- Expertise in budget management and resource optimization within military operations.
- Ability to work independently and collaboratively in a fast-paced, dynamic environment.
- Willingness and ability to travel internationally for business.
Qualifications
- Experience briefing and delivering training to senior military and civilian leaders.
- Experience planning at the Service Component or Combatant Command level.
- Knowledge of the Joint Training Program (JTP) and Joint Exercise Life Cycle (JELC) doctrine and processes.
- Advanced Service Planner Certification, such as SAMS, SAASS, or JAWS.
Pay
Salary Range: $134,100.00 - $241,400.00
