Operations Director - Human Services
About the role
The Philadelphia Department of Human Services (DHS) seeks a senior-level manager to lead the daily operations of Child and Family Services within the County’s Child Welfare agency. Reporting directly to the Deputy Commissioner for the CWO Division, the CWO Operations Director will oversee Placement Services, Family Court, Nursing consultation, Psychology teaming, Data Services, Health Management, and Provider relations, ensuring mandated child welfare services protect children in Philadelphia while advancing safety, permanency, and well-being for children and families. The position drives strategic planning, policy development, and cross-agency collaboration to increase efficiency and effectiveness.
Responsibilities
- Review court orders and manage staff in following OPC processes; assist Community Umbrella Agencies (CUAs), Law, and Family Court Administration.
- Supervise Program Analysts on retro payments, language line services, and related functions.
- Oversee day-to-day operations with CRU Directors and Administrators in Data Services, Health Management, Court, Nursing, and Psychology.
- Collaborate with Directors for Provider Relations with CUAs and staff; work with Data Services on placement payment processes.
- Review policy, budgetary, and operational matters affecting CWO programs; recommend best practices and develop policies to support division goals.
- Work closely with senior management to address cross-program issues and represent the Deputy Commissioner at meetings and work groups.
- Partner with CUAs, community-based providers, and stakeholders to improve outcomes for children, youth, and families.
- Establish and maintain effective working relationships with direct reports, peers, supervisors, and department leaders.
- Perform other responsibilities as assigned by the Deputy Commissioner.
Qualifications
- Master’s degree at an accredited college or university with major coursework in Social Work, Criminal Justice, other Social Sciences, or relevant fields.
- Minimum of 10 years of experience working in child welfare/behavioral health.
- Minimum of 5 years supervising multiple staff teams.
