Operations Control Center (OCC) Supervisor

About the role

We are seeking an enthusiastic, self-motivated Operations Control Center (OCC) Supervisor for our Honolulu Rail Project, based in Pearl City, HI. This role welcomes your ideas for continuous improvement and creativity.

Responsibilities

• Supervise the monitoring, routine, preventative, and unscheduled maintenance, inspection, testing, modification, and repair of all equipment associated with electrical power distribution systems and emergency trip station facilities.
• Assign duties to personnel based on workload priority, provide instructions on proper work methods and techniques, conduct inspections, and monitor performance.
• Monitor and control operations through OCC workstations, including Train Controllers, Yard Controllers, Engineering Fault Controllers, Information Controllers, and Security Controllers.
• Supervise Controllers monitoring and controlling through SCADA workstations, remote equipment such as:
  • Automatic Train Control Systems
  • Elevators and Escalators
  • Traction Power
  • Platform Screen Gates
  • Auxiliary Station Equipment
  • Fire Detection Systems
  • Access Control
  • Train Equipment Faults
  • CCTV
  • MMIS
• Perform manual intervention and adjustment of train operations as required.
• Ensure daily work adheres to applicable regulations, rules, standards, and operational procedures related to railway safety.
• Manage daily control room activities and coordinate planned and unplanned activities.
• Provide clear and effective information to Train Operators and Field Staff.
• Answer emergency calls from stations, trains, and passengers.
• Populate control room logs and reports.
• Understand and utilize control room operation policies, restrictions, and plans.
• Work flexibly and efficiently, including shift rotation, nights, weekends, and holidays.
• Read and interpret plans, specifications, electronic schematics, diagrams, and maintenance manuals.
• Stay current on new technologies introduced in the transit rail industry.
• Safely operate trucks, equipment, and tools.
• Prepare written reports, document defects, and repairs on inspection forms, work orders, or computer programs.
• Contribute to System Service Availability metrics and compile required reports and analysis.
• Maintain records and prepare clear, concise reports.
• Read, understand, and use technical information from repair manuals, service change bulletins, and applicable technical documents.
• Work independently and safely with AC and DC power.
• Establish and maintain effective working relationships with colleagues.
• Supervise OCC staff, provide feedback, and deliver corrective training as needed.
• Perform monthly rules compliance checks and operational efficiency audits.
• Lead shift briefings for oncoming OCC staff.
• Ensure OCC staff members are fit for duty and current on training requirements.
• Handle shift call-outs and schedule changes, arranging shift coverage according to staffing plans and CBA requirements.
• Be available for non-scheduled emergency call-outs outside of assigned work hours.

Requirements

• Graduation from an accredited high school or equivalency certificate.
• Minimum of two (2) years of experience in rail dispatch, air traffic control, or missile control positions.
• Basic knowledge and understanding of large monitoring and control systems and subsystems.
• Ability to perform assigned duties in critical situations.
• Training in electrical engineering preferred and/or a combination of education and work experience.
• English fluency.

Preferred Qualifications

• Five (5) or more years of experience in train controller or rail dispatch positions.
• Three (3) or more years working with high voltage protection and transformation equipment, preferably in the power utility field.
• Experience in cable plant and contact rail inspection, test and maintenance, and supervisory experience in a rail electrical field.

Pay

The salary range for this position is $83,300 - $125,000 per year. Final pay is determined by the candidate’s experience, skillset, ability level, internal equity, and location.
