Operations and Maintenance Division Director

About the Role

The Operations and Maintenance Division Director oversees preventive, predictive, and responsive maintenance and repair operations for HVAC, electrical, plumbing, carpentry, grounds, and custodial trades groups. This role manages a diverse portfolio of County facilities, including courthouses, administrative offices, fire stations, police precincts, libraries, senior centers, correctional facilities, and fuel sites—totaling over 130 facilities and 3.5 million square feet. The division is a leader in the County's environmental sustainability efforts.

Responsibilities

• Supervises staff, including prioritizing and assigning work, conducting performance evaluations, ensuring training, maintaining a healthy and safe working environment, and making hiring, termination, and disciplinary recommendations.
• Oversees housekeeping, landscaping maintenance, and comprehensive building maintenance (carpentry, electrical, low-voltage systems, HVAC, plumbing, security, and life safety systems).
• Manages a diverse set of outsourced maintenance contracts and in-house maintenance operations.
• Provides 24/7 emergency maintenance response, coordinates emergency forces for inclement weather and other events, and ensures adherence to building and life safety codes.
• Oversees Computerized Maintenance Management and Energy Accountability Systems.
• Analyzes management information, identifies issues, conducts need analyses, projects consequences of proposed actions, and implements priorities, work processes, and procedures.
• Manages data collection and processing, prepares reports, collaborates with internal and external teams, and ensures data accuracy through audits.
• Responds to information requests and provides subject-matter expertise to departments, the public, and outside agencies on safety, environmental, and customer service issues.
• Manages financial transactions, including purchase orders, accounts receivable/payable, invoicing, and payroll.
• Prepares bid specifications, conducts bid openings, analyzes bids, selects vendors, administers funds, and monitors contracts and regulatory compliance.
• Develops and administers budgets, allocates resources, approves expenditures, and reviews financial statements.
• Performs other duties of a similar nature or level.

This position may require on-call rotation, including after-hours, weekends, and holidays.

Requirements

• Bachelor’s degree in Facilities Management, Engineering, Architecture, Business Administration, or a closely related field.
• Nine years of progressively related experience in one or more of the areas listed, including two years as a manager.
• An equivalent combination of education and experience sufficient to perform the essential duties may substitute for the degree and experience requirements.

Preferred Qualifications

• Master’s degree in a related field.
• Five to ten years of managerial experience.
• Professional Engineer license.
