OPERATIONS ANALYST (FOREIGN DISCLOSURE).

About the role

You will administer programs in accordance with applicable regulations, statutes, policies, and procedures in response to command-unique problems and conditions.

Responsibilities

• Present formal and informal presentations pertaining to operational information-sharing issues.
• Provide a broad range of guidance to staff managers and supervisors on reliability of information and optimal sharing strategy.
• Provide advice and assistance to senior leadership regarding need and feasibility of disclosure.
• Maintain subject-matter expertise on foreign disclosure policies pertaining to all categories of classified military information (CMI) and national intelligence.
• Ensure that any release of information is in accordance with all appropriate disclosure policies, procedures, and COMPACFLT strategic goals.
• Plan and coordinate information-sharing activities, resolving conflicts, and interpreting existing policy to make technical or operational decisions necessary to process all-source materials.
• Manage the administrative aspects of the contact officer program; brief prospective contact officers on their responsibilities and assist them in navigating administrative processes.

Requirements

• Must be a US Citizen.
• Must be determined suitable for federal employment.
• Must participate in the direct deposit pay program.
• New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
• Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level (time-in-grade requirement).
• Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to specific provisions.
• Males born after 12-31-59 must be registered for Selective Service.
• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty.
• Successful completion of a pre-employment drug test (including marijuana) is required.
• This position may require travel from normal duty station to CONUS and OCONUS, including remote or isolated sites; you must be able to travel on military and commercial aircraft for extended periods.
• You will be required to obtain and maintain a government-issued Passport.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must include:

• Analyzing, interpreting, planning, and/or drawing conclusions to resolve foreign disclosure problems or to make improvements to a foreign disclosure operations program.
• Determining the disclosure/release of Controlled Unclassified Information (CUI) and Classified Military Information (CMI).
• Interpreting and implementing policies, directives, and procedures related to foreign disclosure.
• Monitoring and maintaining awareness of new or revised national foreign disclosure policies.
