Foreign Disclosure Analyst, Journeyman

Job Summary

Provides foreign disclosure and technology transfer support for Foreign Military Sales (FMS), International Cooperative Programs, and foreign national access matters by analyzing disclosure issues, reviewing documentation, and supporting compliance with U.S. Government policies and regulations.

Essential Duties

• Provides analysis to support disclosure decisions
• Sets up FMS disclosure activities
• Sets up International Cooperative Programs disclosure activities
• Sets up foreign national access reviews for Information Technology systems
• Sets up development and implementation of disclosure and releasability decisions
• Offers release recommendations
• Reviews program documentation prior to release to foreign governments
• Develops documentation in accordance with U.S. Government technology transfer policy
• Sets up export license and technical assistance agreement development
• Maintains compliance with U.S. Government policies and regulations
• Develops documentation for future phases of international programs
• Coordinates engineering review of data for release to foreign nationals
• Aids in resolving disclosure issues and questions
• Oversees tracking and quality of data reviewed for release to foreign nationals
• Sets up management of foreign national visits
• Sets up development, management, and staffing of TA/CPs
• Sets up management of Export Licenses, TAAs, and CFIUS cases
• Participates in International Programs Security training and awareness activities

Education & Experience

• Bachelor's degree
• 3 to 10 years of experience performing duties described in the functional description
• Desired: 2 years of experience supporting NAVAIR

• Knowledge of disclosure and releasability processes
• Knowledge of export licensing activities
• Knowledge of international program security requirements
• Ability to review documentation for foreign release
• Ability to coordinate engineering reviews
• Ability to support foreign national visit management
