Principal Duties

  • Understand, select, and use various frameworks, methodologies, and tools to innovate and optimize operational efficiency and improve processes
  • Gather insights into the efficiency of work systems and processes, aid in implementation, and measure the effectiveness of the improvement efforts post-implementation
  • Cook up with subject matter experts at various state agencies to better understand their work, support their teams, and recommend improvements that will make their work more meaningful and produce more outcomes for taxpayers
  • Research and adopt best practices to improve existing programs and utilization of resources
  • Perform quantitative, qualitative, and mixed analyses, such as assessing the effectiveness of current processes and identifying opportunities for improvement
  • Consistently engage with strategic partners and fellow GOPB staff to keep them aware of projects, as appropriate
  • Work with groups of stakeholders to foster relationships, generate trust, instill confidence in others, and help transform the system
  • Regularly present final recommendations and issues directly to officials, including senior management, boards, commissions, local governments, or the Legislature
  • Develop, recommend, and support approaches for implementation of recommendations, policies, position papers, programs, regulations, etc.
  • Write or draft technical reports, articles or related material for the department, institutions, and offices
  • Analyze, review, and summarize data; report findings, interpret results, and make recommendations
  • Ensure compliance with applicable federal and/or state laws, rules, regulations, and/or agency policies, standards, procedures, guidelines, etc.

Qualifications

  • Experience with, and/or education in, operational improvement and using evidence to improve outcomes
  • Strong communication and writing skills
  • Exceptional research skills
  • At least some experience understanding and using human supported A.I. to strengthen projects
  • An analytical thinker with insights to facilitate decision making
  • Strong organizational skills and ability to manage multiple complex projects and work flows simultaneously
  • Experience using a variety of data sets to develop solutions
  • Experience with project management, performance measures, and establishing meaningful metrics
  • Ability to execute on projects while maintaining a high level of attention to detail
  • Process-oriented with structured problem-solving skills and ability to work cross-functionally
  • Ability to build surveys
  • Understanding of government budgeting and processes

About the Role

The Governor’s Office of Planning and Budget (GOPB) is seeking an Operations Analyst to join the Results Management team. The position will play a key role in advancing the Governor’s Government Reform, Innovation, and Transparency (GRIT) initiative, which seeks to improve state government. This work includes conducting efficiency evaluations to identify improvements in government processes, helping state agencies implement changes to heighten services, and measuring outcomes.

Schedule

This position is primarily in-person at the Utah State Capitol (350 State St, Ste 150, Salt Lake City, UT 84103). Some telework opportunities may occasionally be available.

Travel

This position can involve some in-state travel to state agencies.

Pay

Salary – $41.09-$60.00
