About the role

This position enables the Victim Services & Restorative Justice (VSRJ) and Prison Rape Elimination Act (PREA) units to fulfill legislative and department mandates to address victim concerns and rights, implement restorative practices, and address sexual violence within DOC facilities while meeting federal PREA mandates. The role manages information across these units, develops documents and communication for internal and external stakeholders, troubleshoots processes, and creates advanced systems—including technology—to handle increasing case volumes efficiently.

The position oversees financial and administrative duties, manages all contractors (including contract creation, support, and fiscal monitoring), and tracks grant activities and workplan progress. It provides direct support to the Director and serves as backup for Supervised Release Board processes and first-point-of-contact roles with crime victims, the public, DOC units, and government agencies.

Responsibilities

  • Manage and improve unit data systems, supporting data collection and evaluation, collaborating with MN.IT and agency committees, developing data-related training, and providing guidance by responding to inquiries and coordinating issue resolution.
  • Execute and monitor contracts for VSRJ and PREA units.
  • Provide structure, support, and back-up assistance to VSRJ's work with the MN DOC Supervised Release Board, Minnesota Clemency Review Commission, and Board of Pardons.
  • Handle finance and administrative matters for the VSRJ and PREA units.
  • Analyze and report on Interstate Compact transfer requests regarding victim issues.
  • Provide direct support to the units' Director and participate in team responses to emerging needs and new approaches to improve victim services, restorative justice, and PREA unit operations.

Requirements

  • Two (2) years of experience supporting business information systems, including research, data analysis, reporting, and/or documentation. A Bachelor's degree in a closely related field may substitute for one (1) year of experience.
  • Skill in analysis to interpret court-ordered documents, make quick decisions regarding inconsistencies, and independently solve problems such as obtaining proper documentation and accurate information.
  • Data entry and database management skills to enter information accurately.
  • Interpersonal communication and human relations skills to communicate clearly and accurately both orally and in writing with a variety of stakeholders.
  • Proficiency with Microsoft products including Outlook, Word, and Excel to perform skilled typing tasks, prepare memos and letters, and manage spreadsheets.
  • Ability to obtain, examine, interpret, and process information from criminal justice and court management systems.
  • English language skills to read, explain, and interpret documents and follow detailed instructions.
  • Customer service skills to provide prompt, courteous, and accurate information to offenders, staff, state, and government officials via phone, email, and written correspondence.
  • Data entry skills to accurately enter and save information in database management systems such as the Correctional Operations Management System (COMS), Minnesota Court Information System (MNCIS), and Bureau of Criminal Apprehension (BCA).

Preferred Qualifications

  • Experience working with offender records.
  • Experience sorting, organizing, and/or filing records.
  • Experience working with crime victims, restorative justice, and/or sexual violence.
  • Experience working in a correctional setting.
  • Knowledge of the Minnesota Data Practices Act.
  • Experience using one or more of the following systems: CJIS, Correctional Operations Management System (COMS), Odyssey, Statewide Supervision System (S3), Bureau of Criminal Apprehension (BCA) Criminal Justice Statute Service, Minnesota Appellate Courts tracking service, or Court Message Manager (CMM).
  • Knowledge of post-conviction processes including Supervised Release Board, Clemency Review Commission, early release programs, restorative justice processes, and PREA.
  • Skill in recordkeeping.

Physical Requirements

The selected finalist is required to review and sign a Physical Demands Analysis (PDA) for this position.

Additional Requirements

  • The selection process may include screening the top candidate(s) on criminal history, predatory offender registration, offender associations, and other applicable background information per Department of Corrections policy.
  • Top candidate(s) must pass a criminal history check, including successful completion of all sentencing and/or restitution requirements of law enforcement jurisdictions, including probation.
  • Employment history, reference checks, and incidents of sexual harassment will be reviewed for top candidate(s).
  • New employees will be fingerprinted within the first 30 days of employment.
  • The Minnesota Department of Corrections does not sponsor work visas, including F-1 STEM OPT extensions. Applicants must be legally authorized to work in the United States.
