Oil Spill Response Engineer (Aтырау 29/01/2021)

Requirements

• Level II tertiary education in a mechanical discipline
• 3 years experience in a mechanical or HSE / Oil Spill Response / Emergency Response discipline
• Oil and Gas experience, preferably offshore
• Experience with Company HSE procedures
• Understanding of marine operations in the Caspian environment
• Understanding of mechanical systems, hydraulic and electrical systems
• Good verbal and written communication skills and proficiency in English
• Computer skills, including MS-Word, Excel, and MS-Project
• Presentation and training skills

Responsibilities

• Provide Oil Spill Response support for all Company operations with primary focus on the North Caspian Oil Spill Response Base (Damba)
• Conduct ASPECT Registers and risk assessments for operational sites
• Supervise maintenance personnel and marine crews
• Respond to spills as on-scene commander, ensuring all required documentation is completed and reported in a timely manner
• Advise management teams on spill prevention and reduction measures
• Ensure Damba OSR storage facilities are kept in a constant state of response readiness
• Liaise with company and contractor personnel regarding spill prevention
• Ensure oil spill equipment preparedness to meet Company response objectives and regulatory compliance
• Maintain OSR equipment to the correct standard and keep the equipment database up to date
• Conduct oil spill risk assessment, prevention planning, and auditing for all sites
• Provide oil spill response training, coaching, and auditing for Tier 1 and Tier 2 response preparedness by contractors and subcontractors
• Prepare and deliver training to Tier 1 and Tier 2 contractor field responders to meet preparedness objectives
• Review and develop OSR plans, policies, and procedures as required
• Allocate personnel efficiently according to the manpower plan
• Stay familiar with Company response development objectives and regulatory requirements
