Oil Spill Response Engineer (Aтырау 20/11/2020)

About the role

Provide Oil Spill Response support for all Company operations with primary focus on the North Caspian Oil Spill Response Base (Damba).

Responsibilities

• Conduct ASPECT Registers and risk assessments for operational sites
• Supervise maintenance personnel and marine crews
• Respond to spills as on-scene commander and ensure timely completion and reporting of required documentation
• Advise management teams on spill prevention and reduction measures
• Maintain Damba OSR Storage facilities in a constant state of response readiness
• Liaise with company and contractor personnel regarding spill prevention
• Ensure oil spill equipment preparedness to meet Company response objectives and regulatory compliance
• Ensure all OSR equipment is maintained to the correct standard and that the equipment database is kept up to date
• Perform oil spill risk assessment, prevention planning, and auditing for all sites
• Provide oil spill response training, coaching, and auditing for Tier 1 and Tier 2 response preparedness by contractors and subcontractors
• Prepare and deliver training to Tier 1 and Tier 2 contractor field responders to meet preparedness objectives
• Review and develop OSR plans, policies, and procedures as required
• Allocate personnel according to the manpower plan in a timely and efficient manner
• Be familiar with Company response development objectives and regulatory requirements

Qualifications

• Level II tertiary education in a mechanical discipline
• 3 years of experience in a mechanical or HSE / Oil Spill Response / Emergency Response discipline
• Oil and Gas experience, preferably offshore
• Experience with Company HSE procedures
• Understanding of marine operations in the Caspian environment
• Understanding of mechanical systems, hydraulic and electrical systems

Required Competences

• Understanding of response strategies and spill prevention
• Use of ASPECT / Risks registers
• Good verbal and written communication skills and proficiency in English
• Computer skills including MS-Word and Excel
• Knowledge of MS-Project
• Presentation and training skills
• Self-motivated, self-starter with commitment to continuous improvement
• Ability to interface at various levels of the Company organization
