About the role

Positioned within the Office of Support Services, this role supports strategic planning and process improvement across all OSS functions, including logistics, fleet, evidence management, and facilities operations as designated by the OSS Director and/or Captain of OSS Fleet and Logistics units. The position drives data analysis and project coordination to enhance efficiency and resource utilization, while also maintaining comprehensive oversight of the Axon program. This role collaborates daily with internal and external divisions, vendors, and end-users to ensure effective operational support and informed decision-making.

OSS Fleet Axon Program

  • Provides project management oversight for the coordination and administration of Axon hardware, with a primary focus on fleet cameras, body cameras and cradlepoint devices.
  • Guides high-level planning and strategic direction to ensure program objectives align with agency priorities.
  • Monitors inventory, asset tracking, and documentation processes to maintain program integrity and compliance.
  • Collaborates with internal divisions such as Asset Management, Department of Public Safety (DPS) Fleet, and Office of Information Technology (OIT), as well as coordinates with external vendors for repairs, warranties, and replacements.
  • Leads process improvement initiatives and policy alignment to enhance the overall effectiveness of technology deployment and digital evidence management.
  • Performs regular analysis of program data and performance trends to support informed decision-making and long-term planning.
  • Ensures that Axon hardware operations consistently support the agency’s mission and operational goals.

Strategic Planning and Process Improvement

  • Leads the development and implementation of initiatives that enhance the efficiency and effectiveness of the Office of Support Services and the Department of Public Safety.
  • Conducts regular data analysis and operational reviews to identify areas in need of improvement across all support service functions.
  • Formulates and recommends process changes grounded in industry best practices and agency goals.
  • Works closely with stakeholders to ensure alignment and buy-in throughout the process.
  • Continuously monitors outcomes and adjusts strategies as needed to maintain sustainable improvements.
  • Champions a culture of innovation and adaptability to ensure the agency remains effective and responsive to evolving operational needs.

Data Analysis and Reporting

  • Gathers operational data from all Office of Support Services divisions, ensuring comprehensive and accurate data collection.
  • Reviews and interprets data to identify trends, measure performance, and detect potential issues.
  • Prepares executive-level reports and detailed briefings that support informed decision-making by agency leadership.
  • Monitors key performance indicators on a regular basis to evaluate progress toward strategic goals.
  • Ensures that all data used in reporting processes is accurate, complete, and maintained with the highest standards of integrity.
  • Supports transparency, accountability, and continuous improvement within the agency.

Special Projects Leadership

  • Coordinates and implements special projects and new initiatives across all support services divisions.
  • Works closely with cross-functional teams to plan, launch, and monitor projects, ensuring alignment with agency objectives.
  • Manages project documentation, maintains accurate records, and tracks progress against established milestones.
  • Provides regular updates to leadership on project status, challenges, and successes.
  • Ensures that all projects stay within scope, budget, and timeline while delivering intended operational improvements.
  • Drives innovation and advances strategic priorities within the agency.

Supervisor & Training Requirements

  • Maintains required law enforcement training certifications through PowerDMS, ACADIS, and the South Carolina Enterprise Information System (SCEIS).
  • Mentors, manages, and coaches direct employees, including Employee Performance Management System (EPMS) evaluations.

Requirements

  • State Minimum Requirements: A bachelor's degree and experience supervising law enforcement personnel at a public law enforcement agency.
  • Agency Minimum Requirements: A bachelor’s degree, or an associate's degree and two (2) years, or a high school diploma and four (4) years of related work experience in project management, supply, logistics or reporting within a law enforcement agency.
  • Must be at least 21 years of age.
  • Maintain Class I Law Enforcement Certifications and applicable DPS law enforcement certifications.
  • Possess a minimum of six (6) months of continuous service in the rank of SCDPS Sergeant or First Sergeant.

Additional Requirements

  • Strong skills in Microsoft Excel, law enforcement equipment and evidence handling, project management, and data analysis.
  • Experience in law enforcement lifecycle management, process improvement, and preparing executive reports.
  • Critical thinking, strong communication, resourceful problem solving, adaptability, and attention to detail.
  • Majority of work is performed in an office/warehouse environment, including the vehicle shop and fleet yard; some physical labor is required not to exceed lifting 50 pounds.
  • The position is primarily office-based with occasional site visits, may require light physical activity, and could involve limited overnight travel for training, special projects, and conferences.
  • Selected applicant must comply with the residency guidelines outlined in SCDPS Policy #300.47 (Residency Requirements for Commissioned Law Enforcement Officers) within four (4) months of the effective date of the promotion/reassignment.
  • Law enforcement personnel assigned to the OSS Fleet Shop shall establish a residence within Richland County or at a location that will allow them to respond to Richland County within 60 minutes.

Preferred Qualifications

  • Employee works under general guidance from the Captain of OSS Fleet & Logistics, receiving direction on overall objectives and priorities.
  • Exercises considerable independence and discretion in planning work, analyzing data, and making recommendations, with completed projects reviewed for alignment with departmental goals.
