Observer
Duties/Responsibilities
- Understand, apply, and adhere to the principles of the Privacy Act, Title 5 of the U.S. Code, Section 552a, and applicable rules and regulations.
- Understand, apply, and adhere to the principles of Operations Security (OPSEC) for identifying, controlling, and protecting critical unclassified information per National Security Decision Directive Number 298 and DODD 5205.2 (series) DOD OPSEC Program Manual.
- Meet and deal successfully with the general public.
- Apply printed rules, detailed orders, instructions, and training materials to assigned duties.
- Maintain poise and self-control under stress.
- Conduct “Stop & Question” of persons found in closed and locked areas, parking lots, and throughout the construction site after hours and on weekends/holidays to ensure no criminal activity is taking place.
- Construct and write clear, concise, and accurate detailed reports if needed.
Minimum Requirements
- Active TS Clearance
- At least 2 years’ experience in at least one of the following areas of expertise: Construction security surveillance, Technical Surveillance Countermeasures, Industrial or Government security involving counterintelligence, construction quality assurance, or hands-on supervisory construction experience.
- A valid state-issued driver’s license or permit
- A high school diploma or equivalent
- No misdemeanor convictions involving moral turpitude, acts of dishonesty, assault or battery, nor any felony convictions, and must not receive any while employed in this position.
- Fluency in reading, writing, and speaking English.
Work Environment, Physical Demands, and Mental Demands
- This is an in-the-field position with no unusual hazards.
- Occasional lifting up to 50 lbs, frequent and prolonged walking, standing, sitting, stooping, climbing, crawling, jumping, occasional running or sprinting.
- Constant mental alertness, planning/organizing skills, capable of hearing ordinary conversation at 15 feet with either ear or without benefit of a hearing aid.
Additional Requirements
- Physical examination required within 35 days before assignment to duty.
- Ability to obtain (within 30 days) any required specialty license for operating equipment or vehicles on site if needed for special circumstances or situations.
