Nuclear Programs Capital Equipment Manager - Capital Equipment Portfolio Management (Manager of Projects 4)

What You Will Do

• Lead assigned capital assets portfolio scope, including planning, execution oversight, integration, risk management, performance management and stakeholder alignment.
• Provide first-line management for assigned personnel, including work planning, assignments, mentoring, performance management, career development, and team recognition.
• Manage cost, schedule, risk, scope, funding alignment, and execution performance across multiple capital equipment efforts.
• Serve as an interface with internal customers to define priorities, develop scope, negotiate resources, resolve issues, and support execution of programmatic commitments.
• Collaborate with Weapons Production organizations, Plutonium Infrastructure, facility operations, engineering, procurement, construction, safety, security, quality, and other project execution stakeholders.
• Support development and review of project and program plans, schedules, estimates, forecasts, performance metrics, change-control actions, and key deliverables.
• Integrate moderately to highly complex programmatic equipment work with other Laboratory priorities and commitments, including safety, security, environmental compliance, quality, contractor assurance, and business imperatives.
• Identify project and portfolio risks, develop mitigation strategies, and communicate potential issues, impacts, and recommended solutions to leadership.
• Provide leadership, vision, tactical planning, and execution oversight to ensure assigned work scope meets federal customer needs, time frames, and funding requirements.
• Build and sustain trusted relationships with senior internal and external stakeholders while promoting alignment across organizations with competing priorities.
• Foster a strong culture of safety, security, quality, accountability, inclusion, operational excellence, and continuous improvement.

What You Need

• Leadership: Demonstrated experience leading technical, operational, programmatic, or project-management teams in high-consequence environments.
• Communication and Stakeholder Engagement: Strong oral and written communication skills, including experience developing and delivering presentations to diverse audiences including federal sponsors.
• Technical, Operational, and Nuclear Facility Knowledge: Technical or operational management experience in one or more of the following areas: capital line-item construction projects, general plant projects, nuclear facilities, nuclear facility-related programs, technical operations, line management, or mission-critical infrastructure.
• Program and Project Management: Advanced knowledge of and demonstrated experience in program or project management of technical or operational work, including defining work scope, schedules, budgets, priorities, and performance milestones.
• Risk and Performance Management: Knowledge of risk management and ability to identify and monitor threats or uncertainties that could impact projects.

Education/Experience

• Bachelor's degree from an accredited institution and 8 years of related technical, operational, program management, or project management experience; or an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications

• Active Q clearance and the ability to obtain unescorted access into PF-4.
• Familiarity with TA-55 facility operations and related programmatic activities.
• Experience supporting high-hazard activities in RLUOB, PF-4, RLW, RANT, TWF, CMR, or similar nuclear or high-consequence facilities.
• Specific knowledge of LANL facilities, programs, and projects related to Weapons Infrastructure.
• Experience leading or supporting integrated project teams, cross-functional execution teams, or complex stakeholder-governance forums.
