About the role

The Senior Network Engineer supports Secretary of the Air Force, Office of Competition (SAF/OC) Mission Partner Capabilities Office (MPCO) providing Circuit Management (COMSEC) support. The Senior Network Engineer shall support key management request and fulfillment as part of the connection and key approval process in accordance with CNNSSI No. 4001, AF Manual 17-13002-O and other NSA and F regulations and policies. Primarily, the role involves Circuit Management, COMSEC key distribution, Account validation support, and secure communications management.

Outcomes

  • Formally track all tasks, to include assigned by, suspense, status, and comments on all assigned tasks through completion and be prepared to brief upon request.
  • Develop digital continuity folders and files that include standard operating procedures, workflows and POC lists to accomplish all tasks.
  • Create 2-3 products beyond the client’s requirements that positively impact the client to either increase efficiency, effectiveness, or innovation.
  • Establish foundation in AI/ML skills and contribute to AI/ML operationalization and modernization goals and objectives.
  • Master position tasks within 60 days and exceed requirements within 90 days.
  • Use government provided Generative AI tools on a day-to-day basis to accelerate tasks, research, documentation, analysis, planning, reporting, and problem solving.
  • Make recommendations on process improvements and practices that improve quality, speed and/or efficiency.

Responsibilities

Per PWS section 1.3.4.6 Circuit Management (COMSEC Support), responsibilities include but are not limited to:

  • Support key management request and fulfillment as part of the connection and key approval process in accordance with CNSSI No. 4001, AF Manual 17-1302-O and other NSA and AF regulation and policies.
  • Provide Controlling Authority responsibilities for all keying material for the Africa Mission Network, Asian Pacific Intel Info Network, Combined Enterprise Regional Information Exchange System – Global Counter-terrorism Forces, Combined Federated Battle Laboratories Network, Common Mission Network Transport, Consolidated Afloat Network and Enterprise Services, Pegasus, United States Battlefield Information Collection and Exploitation Systems, United States Battlefield Information Collection and Exploitation Systems Extended, and other emerging MPE capabilities.
  • Provide COMSEC controlling Authority duties and responsibilities for various bi-lateral networks in the Combatant Commands’ Areas of Responsibility.
  • Issue joint COMSEC keying material to DoW organizations and Mission Partners.
  • Draft and maintain policies, procedures, operating instructions, guides, tracking tools, continuity or other documents to facilitate MPCO COMSEC KEYMAT management functions.
  • Support MPCO in rationalization of controlling authority and command authority responsibilities.
  • Provide bi-monthly report of COMSEC KEYMAT requests to MPCO COMSEC Program Coordinator.

Requirements

  • Minimum of ten (10) years of related work experience.
  • Minimum of six (6) specific work-related experience in support of a DoW component.
  • At least two years of experience working with the Joint Staff, Combatant Commands, NATO, or comparable multinational defense organizations.
  • Experience designing, testing, implementing, and sustaining complex information-sharing network solutions.

Qualifications (Desired)

  • Five (5+) years of experience with COMSEC and related systems (KMI, NSA Key Support Central Facility, etc.).
  • Experience working with Combatant Commands.
  • Knowledgeable and skilled in applying Generative AI.
  • Experience supporting Mission Partner Environment (MPE) networks combined/coalition architectures, and multi-national information-sharing constructs.

Certifications (Desired)

  • IAM Level II certification (i.e. CAP, CASP+CE, CISM, CISSP, GSLC, or CCISO).
  • CompTIA Security+.
  • CompTIA Network+.

Other Requirements

  • Local travel and/or occasional long-distance travel may be required, <10%.
